COUNCIL MEETING <br />the motion. Motion carried unanimously. <br />OPEN MIRE <br />NOVEMBER 13, 1990 <br />Recognition of Tracey and Trevor Peterson, Milo Bennett - In the <br />early morning of August 26, 1990, lightening struck the Darrell <br />Phillips home at 158 Marvey Street. Tracey and Trevor Peterson saw <br />the fire as they were driving down I35W and stopped and alerted the <br />Phillips. Mayor Bisel said "it is'a privilege to honor people who <br />have helped each other ". He expressed appreciation to both Tracey <br />and Trevor Peterson for their quick action on August 26, 1990. <br />Fire Chief Bennett presented a plaque to Tracey and Trevor and read <br />the inscription. He also thanked them for their assistance to the <br />Phillips family. <br />Mr. and Mrs. Phillips also presented a plaque to Tracey and Trevor. <br />The inscription expressed their appreciation. <br />Mayor Bisel thanked the Phillips family, Tracey and Trevor Peterson <br />and Chief Bennett for attending this evening. <br />SECOND READING, ORDINANCE NO. 16 - 90, REZONE PHEASANT HILLS <br />PRESERVE FROM RURAL TO R -1X <br />Mr. Miller explained that the Council had approved the first <br />reading of this ordinance at the last Council meeting. There have <br />been no negative comments received and Mr. Miller recommended <br />approval of the second reading. <br />Council Member Neal asked if Mr. Vaughan really intended to rezone <br />the entire area at this time. Mr. Miller said he had spoken with <br />Mr. Vaughan and this is his intention. Council Member Neal noted <br />that there may problems selling executive housing. Mr. Miller <br />said that Mr. Vaughan has indicated that he has found a market and <br />believes his property which contains many amenities will sell well. <br />Council Member Bohjanen moved to adopt the second reading of <br />Ordinance No. 16 - 90. Council Member Neal seconded the motion. <br />On a roll call vote, motion carried unanimously. <br />Ordinance No. 16 - 90 can be found at the end of these minutes. <br />CONSIDERATION OF AUTHORIZING THE FIRM OF DCA, INC. TO IMPLEMENT <br />CITY FLEX BENEFIT PLAN, RESOLUTION NO. 78 - 90 <br />Mr. Schumacher explained the benefits of a flex benefit plan to the <br />Council and noted that he had interviewed three (3) firms who had <br />submitted proposals.
