1 <br />1 <br />COUNCIL MEETING NOVEMBER 13, 1990 <br />Ardy Prekker was present to answer questions about the plan. <br />Council Member Kuether asked if there was a way to determine <br />what percentage the City is saving. Mr. Schumacher explained that <br />this will not be known until it is determined how many employees <br />will take advantage of the program and what dollars they will set <br />aside for benefits. Mr. Schumacher said at this time it appears <br />that there will neither an advantage or disadvantage for the City. <br />The flex plan is designed to significantly aid the employee not the <br />employer. The employee saves taxes by reducing his income by the <br />amount of medical, dental and child care dollars he sets aside. <br />Mr. Prekker explained that six (6) or seven (7) metropolitan <br />counties provide this benefit for their employees and he also named <br />many metropolitan cities who do the same. <br />Council Member Reinert moved to approve Option #1 and enter into an <br />agreement with DCA, Inc. to administer a flex benefit program for <br />the City employees and to adopt Resolution No. 78 - 90. Council <br />Member Bohjanen seconded the motion. On a roll call vote, motion <br />carried unanimously. <br />Resolution No. 78 - 90 can be found at the end of these minutes. <br />CONSIDERATION OF VOTO, TAUTGES, REDPATH, INC. LTD. FOR 1990 AUDIT <br />Mr. Schumacher noted that a supplement to the proposal had been <br />sent to the Council on Friday. He also noted that because of the <br />complex assessment procedures and policies recently put into place, <br />it would be best to continue with the current audit firm because <br />they are familiar with the computer programs and the assessment <br />policies. <br />Council Member Reinert noted that this contract is five percent <br />(5 %) higher than last year. Mr. Schumacher asked him to refer to <br />the salary schedule in the contract and noted that this is where <br />most of the increase occurs. <br />Council Member Neal moved to adopt Option No. 1 and sign a contract <br />with Voto, Tautges, Redpath, Inc., LTD for auditing services for <br />1990/1991. Council Member Bohjanen seconded the motion. On a roll <br />call vote, motion carried unanimously. <br />ATTORNEY'S REPORT - BILL HAWKINS <br />First Reading, Ordinance No. 17 - 90 Amending the Gambling <br />Ordinance - Mr. Hawkins introduced the ordinance noting this <br />ordinance would increase from ten percent (10 %) to fifty percent <br />(50 %) the required expenditures to the City. It would also require <br />that this fifty percent (50 %) be spent within the Lino Lakes trade <br />PAGE 3 <br />081 <br />
