i73 <br />COUNCIL MEETING DECEMBER 20. 1990 <br />felt that not all of the questions on this matter had been <br />satisfactorily addressed. <br />The Council discussed whether or not to direct the staff to <br />prepare findings of fact supporting approval or denial. Council <br />Member Bohjanen withdrew his motion and Mayor Bisel withdrew his <br />second. <br />Council Member Bohjanen moved to direct the City Planner to <br />prepare findings of fact that support the DRB recommendation for <br />DRB Application No. 90 - 58. Council Member Kuether seconded the <br />motion. Council Member Neal said he felt an independent person <br />should prepare the findings of fact. Mr. Schumacher explained <br />that the City Planner would have to follow the criteria set in <br />the City Code with respect to the health and welfare of the <br />residents. He asked the representatives of Midwest Cable and <br />Satellite, Inc. to secure information regarding this concern. <br />Mr. Schumacher asked for clarification. He asked if the motion <br />is in support of issuing the CUP and directed the staff to <br />provide findings of fact and come back to the Council for final <br />action at the next Council meeting. Mayor Bisel said yes and <br />that he hoped that the staff was professional enough and the <br />legal aspect is sharp enough. <br />On a roll call vote, motion carried unanimously. <br />Mr. Schumacher said this item will be back on the January 28, <br />1991 Council agenda. <br />ENGINEER'S REPORT <br />Resolution No. 88 - 90 Awarding Bid for Portable Generator, <br />Darrell Schneider - Mr. Schneider explained that bids for a <br />portable generator were received on Friday, December 14, 1990. A <br />summary of the bids was given to the Council. The specifications <br />for the bid did allow for bids on used equipment. One (1) bid <br />was received for a used generator and three (3) bids were <br />received for new generators. Mr. Schneider explained that the <br />Public Works Director had inspected the used generator and found <br />it to be what this City needs. There is a warranty on the <br />generator until 1994. It has been used and serviced and can be <br />put into standby service immediately. It was previously a rental <br />unit. Mr. Schneider was asked why the City would not just rent a <br />unit when it is needed. Mr. Schneider explained that when the <br />power is out, everyone needs a portable generator. It could be <br />hard to find a rental unit. <br />Council Member Reinert moved to adopt Resolution No. 88 - 90 <br />awarding the bid to Ziegler, Inc. for a used portable generator <br />PAGE 12 <br />1 <br />1 <br />
