169 <br />COUNCIL MEETING DECEMBER 20. 1990 <br />statement `should .be, mandatory for this type .of.'.installation. <br />Alwin Klimik, 1690 Karth Road noted that he had asked for a <br />variance and this was denied. He then asked for an ordinance <br />change and this was denied.• Mr. Klimik said he was opposed to <br />the Doppler radar because he was a resident and was denied and <br />not allowed to do what he wanted to do and felt that WCCO should <br />also be denied and not allowed to do what they want to do. <br />Jim Christianson, attorney for Midwest Communications noted that <br />he is also the Chairman for the Planning Commission for the City <br />of St. Paul. He reviewed how WCCO got to where they are <br />presently located and what has transpired in regard to the <br />request and issuance of CUP's. Mr. Christianson noted that in <br />1982., WCCO' applied for a CUP for the installation of the tower <br />for the Doppler radar and the micro wave dishes. The ordinances <br />in place at that time allowed the tower to be constructed to its <br />current height. The CUP was granted and the tower was <br />constructed. In 1989 the FAA and the FCC approved the type of <br />radar that was constructed on the tower. This is a standard type <br />of radar that does not require environment impact statements. <br />Mr. Christianson noted that WCCO did come to the City and <br />the existing permit. Mr. Christianson noted the comment that <br />"the Doppler. appeared over night." He explained that it was not <br />a difficult installation and there was a need to have the Doppler <br />available in the spring for tornado weather. <br />Mr. Christianson explained that after the Doppler was installed <br />Mr. Strommen appeared before the Council. He noted that WCCO has <br />invested a great deal of money in the Holly Drive site. He also <br />noted that WCCO personnel have met with local residents and the <br />issue was not fully resolved. Mr. Christianson said it was his <br />opinion that the administrative decision was correct. However, <br />WCCO will be cooperative. The matter has,been before the DRB. <br />Mrs.- Slaten.who lives on Red Maple Lane and is a member of the <br />DRB said she did not have a problem with the installation. The <br />DRB has deemed the matter to be within the existing CUP. <br />Mr. Christianson noted the process of setting this public hearing <br />and said he felt it is entirely within the Council discretion to <br />find that the installation is within the existing CUP. He noted <br />that the Rural zone in Lino Lakes does provide for towers up to <br />200 feet tall.. He also noted that are two (2) other towers in <br />the immediate area as well as several others nearby. <br />Mr. Christianson distributed pictures taken of the Doppler radar <br />and the tower. He said he did not feel that it stood out so much <br />that it would change the aspect of the area. He also noted that <br />there is no light on top of the Doppler to make it more <br />PAGE 8 <br />1 <br />
