1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 20. 1990 <br />On a rollCa-ll'vote, mot on- carried with Council Member Kuether <br />abstaining. <br />Mayor Bisel called a five (5) minute recess. <br />PUBLIC HEARING, CONDITIONAL USE PERMIT, WCCO TOWER <br />Mr. Miller explained that a Doppler radar had been installed on <br />an existing tower at the WCCO site off of Holly Drive. Prior to <br />the installation, WCCO had contacted Mr. Miller and asked what <br />the City requirements for the installation were. Mr. Miller had <br />told WCCO that an additional or amended CUP was not necessary <br />since there would be no structural changes to the tower that had <br />been originally designed and built to accommodate just such <br />equipment., The Doppler radar was installed. This matter was <br />brought -to the attention of the City Council by'an individual who <br />resides near the site. The Council directed that there be a <br />public hearing and the CUP application is attached in response to <br />the Council request. <br />168 <br />The DRB reviewed the application for the CUP and felt that no <br />permit was required. He said he would have no problem with the Doppler radar <br />if it were installed on the ground. He noted that the DRB had <br />based their decision on the fact that the tower was already there <br />and ready to be used. Mr. Stromen said he was not notified when <br />the tower was erected and did not have a voice as to whether or <br />not it should have been constructed. Mr. Miller explained that <br />the tower was installed following a public hearing and the <br />issuance of a CUP in 1982. Further improvements were made in <br />1984 and in 1988. Public hearings were held and amended CUP's <br />were issued at those times. <br />Ron Swanson, 6310 Red Maple Lane explained that he did not <br />receive notice of this meeting. He said that there used to be <br />natural foliage to the east of him, now there is just a <br />fiberglass ball. Mr. Swanson said he is dismayed and outraged <br />that the installation never made it to a public forum. He <br />thanked Mayor Bisel for bringing this matter back before the <br />public. Mr. Swanson said that he is a homeowner and is 500 to <br />600 yards away from the Doppler radar. He expressed concern <br />regarding the environmental impact. He noted that it may contain <br />large range electro magnetic energy and asked if it was aimed at <br />his house. Mr. Swanson also asked if the radar was sweeping <br />through his house.
