235 <br />COUNCIL WORK SESSION FEBRUARY 11, 1991 <br />Mayor Bisel called a work session of the Lino Lakes City Council <br />to order on Monday, February 11, 1991 at 5:47 P.M. Council <br />Members present: Neal, Kuether, Reinert, Bohjanen. Council <br />Members absent: none. City Administrator, Randy Schumacher and <br />Clerk - Treasurer Marilyn Anderson were also present. <br />The purpose of the work session was to discuss Council <br />Appointments. This matter will be discussed at the regular <br />Council meeting as well. <br />Mr. Schumacher explained that an ordinance has been prepared to <br />reduce the number of Park Board members from seven (7) to five <br />(5). However, the Park Board is opposed to this ordinance. They <br />feel that they work well with seven (7) members. Mr. Schumacher <br />explained that in the past, the Park Board had a lot of <br />responsibility. However, staff has been added (Park Director, <br />Planner) and this takes most of the pressure of the Park Board. <br />There is no longer a need to delegate responsibilities to various <br />board members. <br />Council Member Neal said he sees Park Board members in the parks <br />looking at the needs of the parks. Council Member Bohjanen said <br />he felt the boards should not be larger than the Council. <br />Council Member Kuether said she felt the Park Board should not be <br />larger than the Design Review Board. Mr. Schumacher explained <br />that this is not a personal issue and there are no axes to grind. <br />He felt there should be consistency between the boards. However, <br />the Park Board does not want to be split up. Mr. Schumacher said <br />he did go before the Park Board and explained the reasoning for <br />reducing the size of the Park Board. <br />Council Member Kuether said she has heard threats of resignation <br />of members if the size is reduced. Council Member Reinert said <br />that if they do work well together, why change it. Mayor Bisel <br />said that he observed two (2) years ago that the Park Board <br />needed a lot of direction and there was some absenteeism. <br />However, he felt that since we now have the staff members, the <br />Park Board membership can be reduced. <br />Council Member Reinert noted that the Economic Development <br />Committee consists of ten (10) members. Mayor Bisel noted that <br />they are advisory only and do not get paid. Mr. Schumacher <br />explained that this is a committee where a lot of ideas are <br />needed. <br />There was discussion regarding some issues that have recently <br />PAGE 1 <br />
