1 <br />1 <br />COUNCIL WORK SESSION FEBRUARY 11, 1991 <br />come before the Park Board and then were returned because staff <br />felt park land should have been requested rather than park money. <br />Mr. Schumacher explained that all staff should review an agenda <br />item before it goes before the Park Board. This will cause less <br />confusion. <br />The Council discussed the appointment of the chairman for each <br />committee or board. It was felt that there should be a limit on <br />the length of time one (1) person can serve as chairman. <br />Mayor Bisel said that there are still problems that need to be <br />addressed. Park Board members should not interfere with the <br />staff and they should not be taking on duties of the staff. <br />Council Member Reinert said that he is not "hung up" on the <br />number of board members. He felt that if they are working well, <br />they should be allowed to serve. Mayor Bisel said that if the <br />Council is going to maintain the seven (7) member board, this <br />Council will have to meet with them to resolve the problems. <br />Council Member Bohjanen said he felt the only issue is whether <br />the boards should be five (5) or seven (7) members. <br />Mayor Bisel suggested that the issues be discussed with each <br />board. <br />The meeting was adjourned at 6:30 P.M. <br />These minutes were considered, corrected and approved at a <br />regular meeting of the Council on February 2 , 1991. <br />Harold L.
