2iNCIL MINUTES
FEBRUARY 25, 1991
is an interdependence in terms of service in the metro area and
he will be fighting very hard to keep the current fiscal
disparities program in place. Mayor Bisel noted that he had read
a publication that indicated that the majority the of population
in the metro area is north of the I94 corridor and the majority
of jobs are south of the I94 corridor. This would tend to point
out the dependency nature of the metro area.
Mayor Bisel thanked Senator Dahl for coming this evening. He
noted that it sometimes appears that state senators and
representatives are out of reach of local constituents. Mayor
Bisel invited all public representative to cooperate and foster
better relationships.
Brian Roeller, Cable Technician - Mr. Roeller explained that
there has been audio problems during the cable- casting of the
Council meetings. Some new equipment has been ordered and it is
expected that the new equipment should greatly improve the sound.
Mr. Roeller also explained the cost of the new equipment and
outlined a time table for installation of the new equipment.
Mayor Bisel thanked Mr. Roeller for this update. Council Member
Neal suggested that Mr. Roeller design a cabinet for the video
equipment and have the prison make the cabinet.
Ben Rosene, 6774 East Shadow Lake Drive and Paul Brand, 6789 East
Shadow Lake Drive - Mr. Rosene and Mr. Brand presented a petition
to the Council containing over 200 signatures. This petition is
requesting that the Council support a neighborhood park east of
the proposed Lake Crest Addition. Information presented to the
Council in support of a neighborhood park included the fact that
185 households were surveyed, over 200 signatures were obtained,
the Centennial School District estimates that there are 173
children in the immediate area currently registered for school
and there are approximately 75 to 100 pre - schoolers in the area.
Mr. Brand noted that the area is an older subdivision and this is
the last remaining large parcel adequate for a neighborhood park.
There are no tot lots in this area and any child wishing to use a
city park must cross Birch Street, which is a very busy connector
street.
Mr. Brand explained that the neighborhood is looking for an open
play area and the residents are willing to participate with money
and labor. They do not want the park to be heavily developed,
just a safe area for younger children to play. Mr. Brand also
noted that the City currently has an option to purchase this
property for a neighborhood park. This option is due to expire
on March 5, 1991. He asked that the Council either obtain the
property at this time and negotiate an option so that the parcel
will not be placed on the market for sale. Mr. Brand also noted
PAGE 3
1
