1 <br />1 <br />1 <br />COUNCIL MINUTES FEBRUARY 25, 1991 <br />that the Council could look at a portion of this parcel for a <br />future fire station on other municipal use. <br />Mayor Bisel told Mr. Brand and Mr. Rosene that the Council <br />accepts the petition and does understand the concern of the <br />neighborhood. He also noted that this matter is on the agenda <br />for further consideration. <br />INFORMATIONAL REPORT FROM ANOKA COUNTY HEALTH DEPARTMENT, JON <br />CHRISTIANSON <br />Mr. Christianson was unable to provide this information in time <br />for the meeting tonight. This matter will be discussed when the <br />information is available. <br />PUBLIC HEARING, REZONE, TOWN HOMES OF WENZEL FARMS, JOHN MILLER <br />Mr. Miller explained that the area proposed to be rezoned is <br />located south of Elm Street and west of Lake Drive. At this time <br />the owner of the property is requesting that nineteen (19) acres <br />of this area be rezoned from R -1 (Single Family Residential) to <br />R -3 (Medium Density Residential) and then from R -3 to R -5 <br />(Planned Unit Development). The Design Review Board (DRB) has <br />reviewed and approved the request. Property owners within 350 <br />feet of this proposal have been notified of this public hearing. <br />There have been no telephone calls or comments from the public on <br />this matter. <br />Mayor Bisel explained that approval of a rezone requires a four <br />fifths (4 /5ths) vote of the Council. Council Member Bohjanen is <br />absent and Council Member Kuether cannot vote on the issue <br />because of a conflict of interest concern. Therefore a decision <br />on the rezone request will have to be continued to the next <br />Council meeting. <br />Mayor Bisel opened the public hearing at 7:15 P.M. to take public <br />comment. There was no one in the audience to speak for or <br />against the rezone request. Council Member Reinert moved to <br />continue the public hearing to the next Council meeting. Council <br />Member Neal seconded the motion. Motion carried with Council <br />Member Kuether abstaining. <br />PUBLIC HEARING, PRELIMINARY PLAT OF TOWN HOMES OF WENZEL FARMS, <br />JOHN MILLER <br />Mayor Bisel noted that the Council cannot take action on this <br />matter until the rezone question has been resolved.
