In addition, the required rear yard setback is 25 feet; however, the lots are designed to <br />have 40 foot or greater rear yards to provide more open space. <br />Utilities <br />Public water, sanitary and storm sewer utilities will be installed within the development. <br />The site is located in Sanitary Sewer District 3 (Sub -district 3B) and is ultimately served <br />by MCES Interceptor 76-51, a 24 -inch gravity sewer in Cedar Street which is adequately <br />sized for the development in the district. A 16 -inch trunk water main is being extended <br />from Main Street as part of the 21st Avenue North project. <br />Storm Water Management and Erosion and Sediment Control <br />The site faces challenges for effective stormwater management. In many cases <br />agricultural ditch and tile networks have significantly altered drainage basins and <br />changed sub -watershed divides. The drainage capacity of these existing tile networks is <br />insufficient to convey stormwater runoff. The site consists mostly of B/D hydrologic soils <br />which are a combination of drained and un -drained soils. Wetlands and high ground <br />water table also contribute to the challenge. <br />Storm water management is not only a challenge for the Watermark development but also <br />for the entire I -35E corridor. The City is analyzing the concept of a more regional <br />approach to mitigate stormwater for the entire area. <br />Public Land Dedication <br />The City will require a combination of land dedication and cash in lieu of land <br />dedication. The proposal dedicates 5.58 acres of public parkland. A trail is also proposed <br />on the east side of the development along I -35E throughout the greenway corridor. The <br />parkland dedication and trail construction costs will be credited from the total payment in <br />lieu. The park will be deeded to the City. <br />Alternative Urban Areawide Review (AUAR) <br />The site is within the 2005 I -35E Corridor AUAR environmental review analysis. The <br />AUAR was updated in October 2010. Development must comply with the mitigation plan <br />that forms a part of the AUAR which includes the Conservation Development <br />Framework as the fundamental precept for all development within the AUAR. <br />Additional comments: <br />• Conservation easements shall be required to protect wetlands and greenway <br />corridors. <br />• A traffic impact analysis shall be required. <br />• A noise study shall be required. <br />• A Phase I archaeological survey shall be conducted. <br />6 <br />
