1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 12, 1988 <br />Lakes should pay a fair share but subsidize other <br />communities. Mr. Bruen said that he must follow the JPA <br />outling in preparing the budget. He also said he could see <br />no way of keeping the district in operation unless Lino <br />Lakes approved the budget. Mr. Bisel said that you are <br />saying that we have problems and no time to solve them. Mr. <br />Benjamin said that he is suggesting that an amendment be <br />made to the JPA that allows the time to renegotiate an <br />equitable formula. Mr. Bisel said he did not hear this. <br />Mayor Benson noted that only the member cities have the <br />ability to dissolve the JPA. Mr. Bruen said that the other <br />two cities are working on contingency plans in case this <br />happens. <br />Mayor Benson said that if Lino Lakes agrees to the fire <br />budget, that will be a 43.8% increase. He asked how far can <br />Lino Lakes go before it is more economical to have our own <br />fire department? Mr. Bruen said not until there is a <br />station with two pumper trucks and two tanker trucks. <br />Mr. Reinert asked Mr. Bruen if the Commission was aware of <br />the motion passed by the Council on November 28th. Mr. <br />Bruen said yes. Mr. Reinert said he felt this was an unfair <br />position to put Lino Lakes in since they are trying to work <br />out the problems. <br />Mr. Bruen said that he has called a special meeting of the <br />Fire Commission for December 22, 1988 and asked the Council <br />what they would like him to take back to the Commission. <br />Mayor Benson said he is hearing the Council say that they <br />will split the difference between the request of the fire <br />district and the amount in the Lino Lakes budget and this <br />Council will meet with the Circle Pines and Centerville City <br />Councils to negotiate an equitable formula before May 31, <br />1989. Other matters in the JPA may also be looked at during <br />this period. If an equitable formula is not accomplished <br />Lino Lakes will look at different options for fire <br />protection. <br />Mayor Benson asked Mr. Bruen to assure the Commission and <br />firefighters that this City is only looking at negotiating <br />an equitable formula and the budget will be discussed at the <br />December 27, 1988 Council meeting.
