02 <br />COUNCIL MEETING DECEMBER 12, 1988 <br />Rice Lake Estates Park Development - Mr. Reinert moved to <br />table this item until further information is received. Mr. <br />Bisel seconded the motion. Motion carried unanimously. <br />PUBLIC HEARING, LAKES ADDITION NO. 9 <br />Mayor Benson opened the public hearing at 7:55 P.M. He <br />explained the format for conducting public hearings. <br />Mr. Miller explained the location of the preliminary plat <br />and noted that it is approximately eighteen and one -half (18 <br />1/2) acres platted into forty -two (42) single family home <br />sites. This is the area that was originally platted into <br />Lakes Addition No. 7, a quadraminium development. Mr. Miller <br />also noted that this is the last plat that this Council will <br />see with 75 foot wide lots as the Council recently upgraded <br />lot sizes to 80 feet. <br />The drainage easement on the north side of the plat was <br />discussed. Mr. Stahlberg explained that it is the same plan <br />that was submitted for Lakes Addition No. 7 and approved by <br />Rice Creek Watershed District (RCWD). It is a storm water <br />detention pond with an outlet between Lots 7 and 8, Block 3 <br />that will allow overflow to run through a culvert to the <br />storm sewer and eventually to Reshanau Lake. Mr. Stahlberg <br />said that the drainage area will function properly provided <br />it is installed properly. Mr. Blackbird also noted that <br />there is an outlet on each end of the easement. <br />Outlot A was addressed by the Council. This is a lot that <br />does not meet frontage requirements. Mr. Miller recommended <br />that this lot be eliminated and incorporated into Lots 8 <br />through 11, Block 3 because if this is allowed to be platted <br />as an outlot, it may be left unattended and cause problems <br />similar to Outlot "F" in Lakes Addition No. 3. Mr. <br />Blackbird, representing El Rehbein & Son noted that this <br />outlot is a 19,000 square foot lot and althought it does not <br />meet the required frontage, it does meet the frontage <br />requirement at the building setback. He-asked that the <br />Council allow it to remain an outlot until he can negotiate <br />addition property from the townhouse owner. <br />Mayor Benson asked if there was anyone in the audience to <br />speak for or against this preliminary plat.
