1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 27, 1988 <br />Mr. Bisel suggested that the Council meetings be cable cast. <br />Mayor Benson asked that each Council Member receive agendas <br />from every board and commission so that if they would like <br />to attend they know what is upcoming. <br />Mr. Bisel moved to direct the City Administrator to work up <br />a format for a newsletter, for neighborhood meetings and <br />"newsworthy" mailings to City Council. Mr. Neal seconded <br />the motion. Motion carried unanimously. <br />PUBLIC HEARING, TAX INCREMENT FINANCING PLAN, RESOLUTION NQ, <br />96 - 88 <br />Mayor Benson opened the public hearing at 8:50 P.M. <br />Mr. Miller exlained that this public hearing is a <br />continuation from August 22, 1988. He and Mr. Schumacher <br />have visited with the landowners who are interested in <br />becoming a part of the Tax Increment Financing Plan (TIF). <br />Since the last meeting, the V F W Post #6583 and Luther's <br />Marine have dropped out of th plan because their plans for <br />improvement do not provide enough increment to pay back the <br />bonds. Ross' Corner Shoppes and Menkveld's Sunrise Meadows <br />do qualify. The VFW and Luther's Marine may re -enter the <br />TIF plan if their plans are changed sufficiently to provide <br />enough increment. <br />Mr. Miller explained to the Council what the TIF plan is <br />expected to generate and noted that this plan would not go <br />on forever. He further noted that the resolution outlines <br />that the development would not occur without TIF and the <br />plan does allow for private enterprise. <br />There was discussion regarding redevelopment of Luther's <br />Marine and the•VFW. Mr. Bohjanen moved to close the public <br />hearing at 9:00 P.M. Mr. Bisel seconded the motion. Motion <br />carried unanimously. <br />Mr. Bisel moved to adopt Resolution No. 96 - 88 including <br />the recommendation of the P & Z Board and the recommendation <br />of the City Planner and Fiscal Consultant. Mr. Neal <br />seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 88 can be found at the end of these <br />minutes. <br />gONSIDERATION OF 1989 BUDGET.
