COUNCIL MEETING DECEMBER 27, 1988 <br />both school districts are interested in having sewer. The <br />cost of the feasibility is $2,500.00 and some of the work <br />has already been completed. Mr. Miller recommended that <br />this cost be paid by the City as a gesture of good will. <br />Mr. Bisel complimented Mr. Miller on how he is handling this <br />matter. He noted that the landowners have found that the <br />City is not trying to force sewers on them. <br />Mr. Reinert was concerned that everything be in place on the <br />project that has been approved for south of this area. Mr. <br />Miller said Mr. Crohn is waiting for some decision from the <br />City in this matter so that he can continue with his <br />subdivision. He also noted that this City is running out of <br />residential lots and the chances of getting additional lots <br />along Birch Street is not very good. Mr. Stahlberg has <br />worked on obtaining a petition for a gravity sewer line, <br />however this is going nowhere currently. Mr. Reinert said <br />he did not want another Rice Lake Estates situation. <br />There were additional questions on this matter. Mr. Bisel <br />moved to approve Resolution No. 89 - 88. Mr. Neal seconded <br />the motion. Mr. Reinert expressed concern that the <br />feasibility will only provide a ballpark cost estimate and <br />that all the petitioners be made aware of this. He felt <br />that this could be done in the spring after the southern <br />portion of the improvements are under construction. <br />Voting on the motion, motion carried unanimously. <br />Resolution No. 89 - 88 can be found at the end of these <br />minutes. <br />Recommendation of Ways of Improving Communications - Mr. <br />Miller has sent a memorandum to the Council regarding <br />improving communications within staff, with the Council and <br />with the public. He has recommended three ways to improve <br />communications: 1) City newsletter, 2) Neighborhood <br />meetings, 3) "Newsworthy mailings to the City Council. <br />Using the cable network was also discussed. <br />Mayor Benson asked that the City Administrator bring back to <br />the Council a format for the City newsletter and more detail <br />regarding the neighborhood meetings and newsworthy items. <br />He asked if the newsletter should be quarterly, semi - annual <br />and what format could be used for resident input. <br />PAGE 5 <br />
