1 <br />1 <br />1 <br />COUNCIL WORK SESSION JANUARY 17, 1989 <br />Mayor Benson called the Council Work Session to order at 3:00 <br />P.M., January 17, 1989. Council Members present: Neal, <br />Bohjanen, Reinert, Bisel. Council Members absent: None. <br />City Attorney, Bill Hawkins; Public Works Director, Don Volk, <br />Engineer, Ron Stahlberg and Clerk - Treasurer, Marilyn Anderson <br />were also present. <br />Mayor Benson explained the purpose of the meeting is to <br />review engineering matters for the upcoming year. <br />MSA SYSTEM <br />Mr. Stahlberg explained the MSA rules and regulations <br />regarding the MSA fund balance for Lino Lakes and noted he <br />was concerned that Lino Lakes not be penalized for not using <br />its allotment. He noted that 4th Avenue was the last MSA <br />project completed in Lino Lakes. He also explained that if <br />Lino Lakes did not use a portion of their allotment, future <br />allotments could also be reduced. <br />Three possible MSA projects for 1989 were discussed: 1) <br />intersection of Lake Drive and Highway #49; 2) West Shadow <br />Lake Drive, Birch Street north to the County Park entrance; <br />3) Elm Street, Sunset to Lake Drive. Mr. Volk said he felt <br />that since the first item was a County and State <br />intersection, Lino Lakes should lobby both of them to upgrade <br />the area and not make it a City project. Mr. Reinert said he <br />felt it is important that the Lino Lakes citizens be informed <br />that if the MSA funds are not used, they are lost. Mayor <br />Benson said that it should be noted that whatever project is <br />selected, it would be a project that would have to be <br />completed in the near future and not just a project to use <br />the funds. This is money from the state aid funds and the <br />public should be educated on this subject. <br />Upgrading Elm Street was discussed. Mr. Bisel said he felt <br />it would be senseless to upgrade this street without putting <br />in the utilities. Development of a frontage road along the <br />freeway was also discussed and Mr. Stahlberg said this could <br />be built to meet state aid standards. He explained the area <br />east of 35E could be planned and the street built and then <br />the area could be marketed. <br />Mr. Stahlberg explained the map that was on the wall behind <br />the Council table. West Bald Eagle Blvd. was discussed <br />noting that it should be a county state aid road. Mr. Volk <br />said the only way he knew that Anoka County would assume this <br />street is to trade it for another County road. Mr. Reinert <br />suggested that Lino Lakes could tell the County that if they <br />accept West Bald Eagle Blvd., Lino Lakes would provide <br />uncontested fire coverage in the Regional Park. <br />There discussion regarding developing the industrial area <br />east of 35E and north of Main Street.
