168 <br />COUNCIL WORK SESSION JANUARY 17, 1989 <br />it could be developed similar to the area of 35W and County <br />Road C. It was noted that platting an area prior to any <br />expected development could also be a hinderance. Mr. Reinert <br />explained that sometimes you have to plan in advance to make <br />the amenities available. It was noted that in a true <br />industrial park concept, industries must fit into the scheme. <br />Mr. Bisel explained that the Economic Development Committee <br />(EDC) is dealing with this concept now. They do not want <br />helter skelter development. Mr. Reinert explained what <br />happened in Wausau, Wisconsin. Mayor Benson felt that what <br />ever is decided for east of 35E would not be done this year. <br />Mayor Benson asked if the extension of 7th Avenue South to <br />62nd Street could be considered this year. Mr. Stahlberg <br />explained the utilities should be completed with the street <br />and at this time there is not enough support for a gravity <br />sewer system. <br />Mr. Bisel referred to West Shadow Lake Drive and asked if the <br />County will eventually be able to get access to the golf <br />course through Aqua Lane. Mr. Stahlberg explained the <br />problems regarding archeology studies. He also noted that <br />permits would be needed to cross wetlands in this area. <br />Mayor Benson referred to 34th Avenue, north of Main Street <br />and asked if this could be pursued with Hugo and Anoka and <br />Washington Counties. Mr. Volk explained that he had met with <br />the Administrator of Hugo and this side of Hugo is low <br />priority for them. Mayor Benson said development in Lino <br />Lakes could force Hugo to change their priorities. <br />Mr. Stahlberg explained that Tilsen Homes have submitted a <br />potential development plan for property they own on Elm <br />Street and utility services would be needed for this <br />development. He also explained how utilities could be <br />installed on the rear of the lots on the north side of Elm <br />Street thereby eliminating the need to put utilities in the <br />street. Mayor Benson said he felt the citizens should be <br />asked if they want utilities first. <br />Mr. Bisel explained how he felt utilities could be placed in <br />Elm Street to Lake Drive and then north to service the entire <br />area south of 35W and Lake Drive. He'explained this route <br />could eliminate the need -to cross under 35W with utilities a <br />second time. <br />Mayor Benson discussed with Mr. Hawkins how the City Charter <br />prohibits the use of general funds for improvement projects. <br />Mr. Hawkins explained that generating enough funds to pay for <br />the improvement is difficult especially when the City has <br />adopted the policy of not forcing property owners along the <br />line to hook up to the services. <br />The Council asked Mr. Stahlberg to prepare a cost estimate of <br />PAGE 2 <br />
