COUNCIL WORK SESSION JANUARY 17, 1989 <br />plan is part of his presentation tonight and it is ready for <br />Council action. <br />Permanent Records - Mr. Stahlberg said he is working toward <br />preparing permanent drainage records for Lino Lakes. <br />Hopefully this will be complete within a few years. <br />Financing - Mr. Schumacher will address this item at a later <br />date. <br />WEST CENTRAL TRUNK RIGHT -OF -WAY <br />Mr. Stahlberg explained the trunk right -of -way is established <br />until it reaches just north of 35W. He discussed the Tilsen <br />preliminary plat for north of the freeway noting that there <br />will be no access to the plat from the Tilsen property to the <br />industrial area on the east side of the plat. The only <br />access to this property is to go south on Jon Street or go <br />east from Sunset Avenue. <br />Menkveld's Sunrise Meadows - Mr. Stahlberg explained the <br />original route of the utilities through the Sunset Meadows <br />plat. A route on the west side of the plat has been designed <br />to conform to the re- alignment of the trunk utilities <br />approved by the Council. This new route will require some <br />variances on some of Mr. Menkveld's lots. Mr. Volk said he <br />wanted to be sure there is a written agreement allowing the <br />City to go on the easements to maintain the trunk lines. Mr. <br />Stahlberg explained this is a disadvantage of placing trunk <br />utilities on easements rather than in the street. <br />EAST ASH STREET <br />Mr. Stahlberg updated the Council on this matter. He noted <br />there is no support from White Bear Lake or Ramsey County. <br />Mrs. Anderson explained that some of the new homes are <br />closing and are requesting dollar amounts for assessments. <br />This is not available and is making some people angry. <br />It was explained that it would be prohibitive for Lino Lakes <br />to build the road on Lino Lakes property only. Mr. Volk <br />felt it would be nice to build the street and not allow <br />access from Ramsey County. There was discussion regarding <br />moving the road and discussing this with the Ramsey County <br />residents on the south side of East Ash Street. Mayor Benson <br />asked that this be pursued. <br />CORRECTIONAL FACILITY FEASIBILITY STUDY <br />This report was included for Council information only. Mr. <br />Stahlberg expects the Correctional Facility to get back to <br />him on this matter. He was concerned about the legislature <br />appropriating funds for this improvement when the funds are <br />needed. <br />PAGE 5 <br />
