1 76 <br />COUNCIL MEETING JANUARY 23, 1989 <br />The regular meeting of the Lino Lakes City Council was called <br />to order by Mayor Benson at 7:08 P.M., Monday, January 23, <br />1989. Council Members present: Neal, Bohjanen, Reinert, <br />Bisel. Acting City Attorney, John Burke; Engineer, Ron <br />Stahlberg; Building Inspector, Pete Kluegel; Administrator, <br />Randy Schumacher and Clerk- Treasurer, Marilyn Anderson. <br />CONSIDERATION AND APPROVAL OF MINUTES <br />Council Work Session, January 9, 1989 - Mr. Bisel moved to <br />approve these minutes as presented. Mr. Bohjanen seconded <br />the motion. Motion carried unanimously. <br />Regular Council Session, January 9, 1989 - Mr. Neal moved to <br />approve these minutes as presented. Mr. Reinert seconded the <br />motion. Motion carried unanimously. <br />CONSIDERATION AND APPROVAL OF DISBURSEMENTS - JANUARY 23, <br />1989 <br />Mr. Bisel moved to approve these disbursements as presented. <br />Mr. Neal seconded the motion. Motion carried unanimously. <br />OPEN MIKE <br />Don Masterson, Mayor, City of Spring Lake Park for RISE, Inc. <br />Mr. Masterson explained that he is a board member of RISE, <br />INC. and addressed the Council giving a brief background on <br />RISE and explaining the capital fund drive currently in <br />progress for the construction of a new facility in Spring <br />Lake Park and the possible purchase of a facility in Columbia <br />Heights as'well as updating their fleet of vans. He noted <br />that RISE is a nonprofit rehabilitation facility for the <br />disabled serving about 1,270 people from the metro area. <br />RISE offers housing and work opportunities to the persons it <br />serves. The purpose for Mr. Masterson's visit this evening <br />is to request that Lino Lakes consider appropriating a <br />portion of its Community Development Block Grant Funds to the <br />RISE fund drive. The request is for fifty cents per capita <br />or about $3,500.00. Mr.-Masterson passed out further <br />information to the Council. <br />Mr. Reinert asked if this was a one time drive and Mr. <br />Masterson explained that it was a three year effort. He <br />noted that if RISE cannot raise enough funds from the public, <br />they will go to the private foundations and big companies for <br />grants. <br />Mr. Bisel asked what does the program do to prevent these <br />persons from becoming part of the homeless society. Mr. <br />Masterson explained the followup process and noted that no <br />
