:'1.77 <br />COUNCIL MEETING JANUARY 23, 1989 <br />person associated with RISE has become a homeless person. <br />Mayor Benson thanked Mr. Masterson for coming this evening. <br />Mr. Schumacher explained that Lino Lakes will be receiving <br />its allocation in June but must designate where the money is <br />to be spent in February. Mayor Benson said that he would let <br />Mr. Masterson know what the designation is before June 1st. <br />PRESENTATION BY ANOKA COUNTY ASSESSOR CONCERNING 1988 CITY <br />APPRAISAL <br />Anoka County Assessor, Jeff Nienaber appeared before the <br />Council to give them an update of the work he has done in the <br />City in preparation for the 1988 appraisal. He displayed two <br />maps on the wall behind the Council Members and explained <br />that he will be completing the reappraisal of the entire City <br />by the end of this year. <br />Mr. Nienaber explained that he has found that the values on <br />the structures are very close to what he is calculating. He <br />did find a few parcels of land that were dramatically <br />undervalued and this has been corrected. He also noted that <br />there was a problem with commercial and industrial property. <br />He has corrected this based upon sales in the various area. <br />In total he has raised the appraised value of the entire City <br />by approximately $45,000,000 to $50,000,000. However, he <br />does not feel this will increase taxes for any residential <br />property owners. Mr. Nienaber gave a brief explanation on <br />what could be expected for property taxes on variously valued <br />homes. <br />Mr. Nienaber invited the Council to take time to go with him <br />to view certain properties in Lino Lakes that sold during the <br />past year. This will enable the Council to see what the <br />market is in Lino Lakes. <br />Mr. Reinert said he felt that lake shore property lagged <br />behind in property value for many year in Lino Lakes. Mr. <br />Nienaber explain Reshanau Lake has experienced the largest <br />growth in building and the prices of lots have escalated <br />sharply. He noted that the gross discrepancy in values may <br />have resulted during the turnover in- assessors because the <br />properties may not have been re- evaluated for as long as six <br />years. In addition, Mr.- Nienaber noted that the city <br />assessor did not have the wealth of information that he has <br />at the County to make an accurate appraisal. <br />Mr. Reinert asked Mr. Nienaber if he felt the convergence of <br />two freeways in Lino Lakes is a detriment or asset to the <br />City. Mr. Nienaber said if there is a difference, the <br />freeways are an asset. He also noted that the freeways have <br />benefitted Maple Grove. Mr. Nienaber noted the worst barrier <br />in Lino Lakes is the regional park. <br />Mr. Bisel asked for a definition of tax capacity. Mr. <br />PAGE 2 <br />
