He <br />also asked for a presentation from Centerville and Circle <br />Pines. He noted that they may have a better alternative. <br />Mr. Neal said he would support Mayor Benson and Mr. Reinert <br />in whatever they decided was best. <br />PLAN REVIEW OF SUNRISE MEADOWS <br />Mr. Stahlberg showed overhead maps of this subdivision that <br />showed final locations of the water and sewer mains. He <br />noted that three property owners adjoining Sunrise Meadows on <br />the west have petitioned for utilities so that they can <br />subdivide their property. He suggested that the water main <br />be looped from the trunk line west on Gladstone, north on <br />Sunrise Drive to Green Briar Drive then east to the trunk <br />lines. Sunrise Drive would be restored to its current <br />status. He noted that the residents on the west side of <br />Sunrise Drive could be notified that the services were <br />available and they could petition for the services if they <br />desired. This would be similar to the situation on Laurene <br />Avenue and-the Woodridge Estates development. There was <br />discussion regarding going all the way up Sunrise Drive and <br />then looping to connect with the main trunk lines. Mr. <br />Reinert was concerned that this would cause delay of the <br />entire project since residents in the Sunrise area have been <br />so opposed to any sewer and water improvements. Mr. Miller <br />explained that he is going to suggest to the Council later <br />that the entire MUSA boundary be re- assessed. The one area <br />he is considering eliminating from the MUSA boundary is the <br />Lexington Park Lakeview area. If they are removed from the <br />MUSA area, utilities will not be available to them. <br />Mr. Reinert said that he felt the primary goal is to get the <br />trunk lines north to the prison. He suggested that any <br />change of this type could substantially delay the project <br />past the construction season. The lot subdivisions must go <br />through the P & Z Board and the matter of supplying services <br />can be dealt with at that time. The plans for Sunrise are to <br />remain as submitted and any revisions are to be made after <br />the formal procedures are followed for replatting and <br />petitions received for utility extension. <br />Mr. Stahlberg explained the drainage pattern for Sunrise <br />Meadows. He noted that Mr. Volk had recommended that the <br />drainage of Gladstone Drive be tied into the storm sewer <br />because of the pattern of water flow. This has been <br />incorporated into the drainage plan. Mr. Stahlberg explained <br />that he and Mr. Volk have spent a lot of time talking to the <br />residents on the south end of Ulmer's Rice Lake Addition <br />regarding drainage and feels it was time well spent. <br />Mr. Stahlberg noted that the portion of 2nd Avenue abutting <br />-Sunrise Meadow on the east will be constructed to state aid <br />standards utilizing MSA funds.
