COUNCIL MEETING FEBRUARY 27, 1989 Bisel noted that people do pay property taxes on their trailer unit, school costs per child far out distances the taxes collected. Mr. Bisel moved to Close the public hearing at 9:50 P.M. M Bohjanen seconded the motion. Motion carried unanimously. Mr. Reinert moved to approve the recommendation of the P & Z Board and approve the rezone request. Mr. Neal seconded the motion. Mayor Benson told Mr. Howard that since he did not have a sketch plan for this land he found it very difficult to make a proper decision. He said a sketch plan would have provided the answer to many questions especially buffering. Mayor Benson said that Mr. Howard could withdraw his rezone request and then provide this information. Mr. Neal said originally he was against the proposed rezone. However he received a discriminating telephone call and felt it was unfair and changed his decision. Mr. Bohjanen explained that he had received the same telephone calls and felt they were in poor taste. He hoped that denial of the rezone at this time would not completely cut Mr. Howard off. Voting on the motion, Mr. Neal yes, Mr. Bohjanen, yes, Mr. Reinert, yes, Mr. Bisel no, Mayor Benson, no. Motion failed. The Council took a five minute break at 9:55 P.M. Mayor Benson left the meeting due to illness and Acting Mayor Reinert assumed the Chair. Acting Mayor Reinert called the Council into session at 10:04 P.M. Mr. Bohjanen moved to extend the Council meeting beyond 10:00 P.M. until all items on the agenda are completed. Mr. Neal seconded the motion. Motion carried unanimously. CONSIDERATION OF 1989 MEDIATION SERVICES REPORT Mrs. Anderson explained that that Council has recieved a report from Mediation Services outlining their activities for 1988. A number of Lino Lakes residents were served by the service and there has been several sessions held in the Council Chamber. The cost of the service to Lino Lakes is five cents per capita. Mr. Bohjanen moved to accept the report and approve the disbursement for this service. Mr. Neal seconded the motion. Motion carried unanimously. ENGINEER'S REPORT - RON STAHLBERG Mr. Stahlberg introduced Brian Bourassa, Engineer in Training with TKDA to the Council. He explained that Mr. Bourassa is responsib1p for most of the maps that are prepared for Mr. Stahlbergs presentations.
