233 <br />COUNCIL MEETING <br />those being assessed. <br />FEBRUARY 27, 1989 <br />Mr. Bisel moved to approve Resolution No. 09 - 89 ordering a <br />feasibility study for Elm Street to be completed by TKDA. <br />Mr. Reinert seconded the motion. Motion carried <br />unanimously. <br />CONTINUATION OF PUBLIC HEARING - REZONE, BALDWIN LAKE COURT <br />Mr. Miller explained that this matter was considered at the <br />February 13, 1989 Council meeting and referred to the <br />Economic Development Committee for their comment. The EDC <br />met on Wednesday, February 22, 1989 and did not make a <br />formal recommendation since they felt this was the <br />responsibility of the P & Z Board. However, an informal poll <br />showed that the EDC Board was not in favor of expanding this <br />type of housing in Lino Lakes. Mr. Miller said his <br />recommendation would remain denial of the rezone request. <br />Mr. Paul. Howard, owner of Baldwin Lake Court told the Council <br />that he has talked to people in his neighborhood and <br />submitted several letters for the Council to review. <br />Mayor Benson asked if there were additional testimony from <br />the audience. Mr. Howard explained that he was asked why he <br />purchased the property for this particular use when it was <br />zone R-1. Mr. Howard said it is a business investment and he <br />felt expansion of the Court was the best use of the land. He <br />noted that with all of the easements needed for the <br />development, there would only be four and one half buildable <br />acres left. He noted that the P & Z Board had recommended <br />approval and although the Comprehensive Land Use Plan shows <br />the property as R -1, the Plan can be amended. He noted that <br />the City has already rezoned two different parcels within a <br />half of a mile of the Court. He also noted that all <br />manufactured homes that will be moved into his development <br />will meet the minimum house size in the City Code. He also <br />noted that the recent City wide survey indicated that the <br />City already has its share of low or moderate income housing. <br />The City rezoned Rice Lake Estates after the survey and <br />eliminated nearly 100 lots from this category. <br />Mr. Howard referred to the concerns expressed by Mr. Tester, <br />a member of the EDC and financial director of Centennial <br />School District. Mr. Howard disputed Mr. Tester's statement <br />that manufactured homes are consider low income and attract <br />transient residents. He gave figures from his recent <br />expansion. He wanted the Council to know that not everything <br />Mr. Tester said was true and that although manufactured homes <br />cost less, they were not inferior but built differently. Mr. <br />Howard also noted that he had sent letters to his neighbors <br />and there was no response. He felt that he has made a good <br />-faith effe?rt to work with his neighbors. <br />
