1 <br />COUNCIL MEETING FEBRUARY 27, 1989 <br />Mr. Howard said that even if the City allowed his rezone <br />request, there will still be more than eighty fewer <br />manufactured home sites than last year. He also noted that <br />the only cost to the City for the expansion is for fire and <br />police protection. explained that the interior streets of <br />the court are privately owned and are not the responsibility <br />of the City. <br />Mr. Neal asked why Mr. Howard has not addressed the issue of <br />buffering. Mr. Howard explained that this would be addressed <br />by the P & Z Board during the site plan review. He explained <br />this would have to conform to the requirements of the Council <br />and worked out with the neighbors. Mr. Howard explained that <br />he did not want to go through the expense of preparing a site <br />plan until he was assured of the rezone. The City Code <br />requires that Mr. Howard obtain approval for the expansion <br />from the state before he can appear before the P & Z Board. <br />All of this is very expensive and he did not want to incur <br />the expense if he was not assured that the rezone would be <br />granted.,: <br />Mr. Reinert asked Mr. Miller if this City has provided the <br />proper balance between low /moderate income housing and high <br />income housing. Mr. Miller explained that since there are no <br />grants or housing assistance monies available there are no <br />standards to be met. There are no quotas for any type of <br />housing. He noted that the City of Hilltop has almost <br />entirely low or moderate income housing and Edina has almost <br />no low or moderate income housing. Mr. Miller explained that <br />Lino Lakes already has more low or moderate income housing <br />than the metro average. <br />Mr. Howard noted that he was a member of the committee that <br />worked on the 1983 Comprehensive Land Use Plan. He explained <br />that the lines for manufactured housing were drawn exactly <br />where manufactured housing existed. There was no provision <br />for expansion. <br />Bob Lichtscheidl, 6259 Laurene Avenue explained that many of <br />the neighbors are opposed and noted that anyone buying a R -1X <br />home will not want to buy near a R -6 zone. Mayor Benson said <br />he felt this was not fair. <br />Lynn Walton, Baldwin Lake Court said she supports Mr. Howard. <br />Gene Blomquist, 255 Ash Street noted that the property next <br />to the Ford property is devalued to a much greater extent <br />than the property next to Baldwin Lake Court would be. <br />A resident at 289 Baldwin Lake Court said that the court is <br />not an eyesore and that Mr. Howard does a good job. <br />Deb_Rutled.ge, Baldwin Lake Court asked that the Council drive <br />by and look to see that Mr. Howard is really concerned about <br />
