Mr. Schneider explained <br />that treatment is very costly and no community treats water until <br />the problem occurs. He was not sure what aquifer was used by <br />Circle Pines. He explained that he`is recommending a ground <br />storage system having a collection of wells which would make <br />treatment easier. <br />There was no one in the audience to speak for or against the <br />elevated water storage improvement. <br />Council Member Bohjanen moved to close the public hearing at 7:18 <br />P.M. Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />PUBLIC HEARING, IMPROVEMENT HEARING, RESHANAU LAKE ESTATES 4TH <br />AND 5TH ADDITIONS <br />Mr. Schneider explained that this public hearing is for the <br />improvement of the 4th and the 5th additions. However, the <br />developer is planning to construct only the 4th addition at this <br />time. He noted that since extension of the sewer and water <br />lines, streets and storm sewer lines from the 4th addition to the <br />5th addition is planned, the public hearing for both additions is <br />being conducted at this time. Plans and specifications for both <br />the 4th and 5th additions are also being prepared at this time to <br />be sure everything will tie together. Mr. Schneider used the <br />overhead projector and displayed a map indicating the placement <br />of all utilities within both additions. <br />The cost of improvements for the 4th addition is estimated to be <br />$283,966.00. Area and unit charges, administration costs and <br />bonding costs will also be assessed to the developer. The total <br />assessment is expected to be approximately $419,239.00 which will <br />cover the entire improvement of the 4th addition. No one except <br />the developer will be assessed. <br />Mr. Schneider presented a schedule for the improvement of the 4th <br />addition. He noted that a developers agreement and securities <br />are needed before construction can begin. Construction is <br />expected to be completed in the spring of 1992. <br />Acting Mayor Reinert opened the public hearing at 7:22 P.M. <br />There was no one in the audience to speak for or against this <br />improvement. Council Member Kuether moved to close the public <br />hearing at 7:23 P.M. Council Member Bohjanen seconded the <br />motion.
