1 <br />1 <br />COUNCIL WORK SESSION <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />SEPTEMBER 5, 1991 <br />DATE • <br />TIME STARTED <br />TIME ENDED • <br />MEMBERS PRESENT: <br />MEMBERS ABSENT : <br />September 5, 1991 <br />3:30 P.M. <br />5:12 P.M. <br />Bisel, Bohjanen, Neal, Reinert <br />Kuether <br />Staff Members present: City Engineer, Darrell Schneider; Public <br />Works Director, Don Volk; Administrator, Randy Schumacher and <br />Clerk - Treasurer Marilyn Anderson. <br />STATE AID ROAD DEVELOPMENT /INDUSTRIAL LAND USE PLANNING <br />Mr. Schumacher explained the need for industrial development in <br />Lino Lakes. He also noted that staff had been discussing the need <br />for a state aid road project for 1992. The accumulation of state <br />aid funds will exceed the state guidelines and the City could loose <br />some of its state aid money. In addition, the City Council has <br />previously discussed acquiring the Shilling Industrial Park and a <br />new business, Emteck is preparing to build a new facility in the <br />area near the Schilling Industrial Park. Mr. Schumacher explained <br />that it is the suggestion of the staff to plan the area to be <br />developed commercially along the north side of I35W and then to <br />build a commercial street to attract commercial growth. The street <br />would meet MSA standards and MSA funds could be used to construct <br />the street. <br />Mr. Schneider explained that SEH has already prepared a freeway <br />interchange study including the area beginning just north of I35W. <br />The study recommends that the intersection of Lilac Street and Lake <br />Drive be moved north to form an interchange where Mennards plans to <br />enter Lake Drive. Mr. Schneider explained that the extension of <br />the west central trunk sewer probably would be rerouted along the <br />new highway alignment and be extended to the Mennard's property. <br />Mr. Schneider felt that the new intersection will become the <br />"heart" of Lino Lakes. He said he would like to prepare some <br />possible re- alignments of the intersection and then present them to <br />MnDOT for their input. Mr. Schneider said he would expect some <br />financial participation in the re- alignment of this intersection <br />from the state. <br />PAGE 1 <br />2 <br />
