73 <br />COUNCIL WORK SESSION SEPTEMBER 5, 1991 <br />Mr. Schneider displayed a map showing the possible location of an <br />industrial street from Lake Drive to Sunset Road. He noted the <br />location of Emteck, Inc. He also explained that the Tilsen <br />property has been sold and the new owner would like the street to <br />be extended along the freeway like a frontage road. It was noted <br />that when a street is extended along the freeway, more land is <br />available for buildings. It also allows builders to develop the <br />size of property that is needed. <br />Mr. Schneider referred to the neighborhood meetings held with the <br />residents of Marvy Street. The original plan for developing this <br />area called for building a row of single family homes along Jon <br />Street as a buffer for the existing residential area to the west. <br />A berm was also planned. There would be a physical demarkation <br />between the two (2) different types of development. However, the <br />developer of the land south of Marvy Street (Gary Uhde) is now <br />planning to orient the homes northward. A street would be <br />constructed along the south border of the existing Marvy Street <br />lots. This street would exit onto Sunset Avenue well north of the <br />freeway. Mr. Schneider said that he would eventually work with the <br />City of Blaine to re- locate 109th Street. This street exits onto <br />Sunset Road very close to the freeway. It is possible to relocate <br />109th Street so that an intersection could be formed with the new <br />street from the commercial area. <br />There was discussion regarding how unattractive the back side of <br />commercial buildings can look and whether it was desirable to <br />locate the back side of buildings on the freeway. The Council was <br />shown the site plan for Emteck, Inc. and it was noted that the side <br />facing the freeway will be attractive. Mayor Bisel said he felt <br />that Emteck, Inc. will set the pace for the entire area. <br />It was noted that a berm was planned for the area between the homes <br />in Sunnygate and Elm Street. The berm has not been constructed and <br />Mr. Schneider will check into this matter. <br />Mr. Schneider said he was concerned about mixing neighborhood <br />traffic and commercial traffic in the Emteck area. This matter was <br />discussed with several suggestions being submitted. Mr. Schneider <br />explained that the street in the residential area will not be as <br />wide as the street in the commercial area and this will encourage <br />commercial traffic to exit the area to the east to Lake Drive <br />rather than to the west to Sunset Road. In addition there is no <br />access to the freeway from Sunset Road and this will also <br />discourage commercial traffic. <br />Mr. Schneider explained that a commercial street such as he has <br />suggested would cost about $1,000,000.00.
