75 <br />COUNCIL WORK SESSION SEPTEMBER 5, 1991 <br />REVIEW OF PROPOSED PARK DEDICATION ORDINANCE AMENDMENT <br />Mr. Volk gave the Council a copy of his memorandum dated August 29, <br />1991 outlining a new park dedication formula. He explained that he <br />and Mr. Asleson have authored this formula and it appears to work <br />very well. Mr. Volk explained the formula and compared how it <br />would have worked in several of the newer subdivisions had it been <br />in place at the time they were approved. Several "what ifs" were <br />discussed. Mr. Volk explained that commercial /industrial <br />dedication was also considered. It was determined that the Vadnais <br />Heights policy was the best that could be developed. Churches and <br />other nonprofit development were not considered at this time. Mr. <br />Volk explained the rationale for this. <br />Mr. Volk noted that the Park Board will be reviewing the formula. <br />Mayor Bisel asked that indexing be considered so that this matter <br />will not be coming back for Council consideration each year. <br />The meeting adjourned at 5:12 P.M. <br />These minutes were considered, corrected and approved at a regular <br />Council meeting held on September 23, 1991. <br />-zap L <br />a ilyriJ G.
