1 <br />1 <br />1 <br />COUNCIL WORK SESSION SEPTEMBER 5, 1991 <br />the new street, assessments will be collected to pay for the <br />remainder and to replace the state aid funding. Mr. Schneider felt <br />that part of the construction could be under contract by next <br />spring. This would be necessary to collect the state aid funds. <br />He also noted that Mr. Uhde and Mr. Tilsen will cooperate in this <br />matter. They are interested in forming a partnership with the City <br />in the development of the land. There was discussion regarding <br />buying the Uhde /Tilsen property to control the type of development <br />in the area. Mr. Schneider said that he has already received <br />verbal assurances from Mr. Uhde and Mr. Tilsen that they will <br />cooperate in the improvement of this area and that the City could <br />control the development. <br />Other possible street alignments were discussed. Mr. Schneider <br />said that new corners for development would be realized. He also <br />said he would be aggressive in getting MnDOT to participate. It <br />was noted that the state is putting A burden on Lino Lakes because <br />of the prison and they do owe Lino Lakes something in return. <br />Mr. Schneider explained that the next step is to do a feasibility <br />study, determine the costs, amend the state aid street designation <br />list and then discuss the improvement with MnDOT. Mr. Schneider <br />also noted that the state aid street designation list should be <br />amended to include a frontage road near Wenzel Farms. <br />Mr. Schumacher explained that there currently is about <br />$1,000,000.00 in the Lino Lakes MSA fund. There will be about <br />$1,200,000.00 for this and other projects. <br />There was further discussion regarding assuring that the proper <br />development will come into the area north of I35W. Proper <br />standards will need to be outlined that will be legally <br />enforceable. Council Member Reinert said he would like a <br />"memorandum of understanding" before he committed to the <br />improvement. Council Member Bohjanen said he would like to see <br />some positive standards but not so stiff that nobody will purchase <br />the land. Mayor Bisel said he would like the Council to determine <br />the type of construction to be located along the freeway. He said <br />he did not want to see the area filled with warehouses. <br />Mr. Schumacher explained that the five (5) year MSA plan will have <br />to be amended. He will meet with property owners and set up a <br />written understanding /agreement. If everything goes as planned, he <br />will come back to the Council with a written understanding as well <br />as a commitment from Mr. Schilling. The use of state aid and the <br />development of this project will combine a number of needs into one <br />(1) project. It will make the area marketable, and will provide a <br />means of paying off the assessments that are already there. <br />PAGE 3 <br />74 <br />
