169 <br />COUNCIL WORK SESSION <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />NOVEMBER 12, 1991 <br />DATE • <br />TIME STARTED : <br />TIME ENDED • <br />MEMBERS PRESENT: <br />MEMBERS ABSENT : <br />November 12, 1991 <br />5:30 P.M. <br />6:30 P.M. <br />Bisel, Bohjanen, Kuether, Neal, Reinert <br />None <br />Staff Members present: Solid Waste Coordinator, Fran Kurk; <br />Public Works Director, Don Volk; City Administrator, Randy <br />Schumacher and Clerk- Treasurer Marilyn Anderson. <br />Mayor Bisel explained that the purpose of the special meeting was <br />to discuss the implementation options for the waste management <br />plan for 1992. <br />Mr. Volk briefly reviewed what had been discussed before the <br />Council several months ago. At that time the Council briefly <br />discussed organized collection as well as implementing state <br />mandates in the area of waste management. Mr. Volk also briefly <br />outlined the 1991 Required Solid Waste Collection Amendment which <br />requires that all cities must make sure that every residence and <br />business subscribe to a collection service. He also noted that <br />he expected waste management laws to become stronger in the <br />future. <br />The Council discussed various methods of organized collection. <br />The City could be divided into three (3) districts and a hauler <br />could bid on each district. Every resident and business would be <br />required to subscribe to the service. There was discussion <br />regarding whether the City should collect the fees or if the <br />hauler should collect the fees. Mr. Volk felt it would be less <br />expensive for the resident if the City took bids for the service. <br />There was also discussion regarding whether the City should <br />collect the fees through the assessment process. Mr. Volk noted <br />that the City would be paying the "up front" costs since it would <br />take a year to collect any payment on the taxes. <br />Council Member Neal explained the organized collection process <br />used in Circle Pines. Mr. Volk explained that Lino Lakes is much <br />larger than Circle Pines so therefore, the same process would not <br />be as "tight" as Circle Pines. <br />PAGE 1 <br />1 <br />1 <br />1 <br />
