1 <br />1 <br />1 <br />COUNCIL WORK SESSION <br />NOVEMBER 12, 1991 <br />Mr. Volk recommended that the Council pass an ordinance <br />establishing organized waste collection. There was further <br />discussion regarding the ^method of collection and the time <br />involved to administer the program. A list of current hauler <br />rates was distributed to the Council for their review. Mr. Volk <br />noted that at some time, Lino Lakes will be forced into some type <br />of organized collection. He suggested that the Council consider <br />their options at this time and implement a plan most suitable for <br />Lino Lakes. Mr. Volk's recommendation is for Lino Lakes to be <br />divided into three (3) districts. Haulers would bid on one (1) <br />or more districts. This alone will eliminate several haulers on <br />one (1) residential street. The Council would have their choice <br />of whether they want minimum control, medium control and total <br />control of the system. <br />Mr. Volk gave the Council an example of the 1992 Solid Waste <br />Management budget. This budget proposes that the City handle the <br />entire process from bidding, billing, collection and <br />administration. There was further discussion regarding assessing <br />the costs of the services. Mayor Bisel noted that if every <br />property is assessed, then there would be no reason for anyone <br />not to take the service. Mr. Schumacher expressed concern <br />regarding assessing this service since the City is still under a <br />levy limit. Mr. Volk reminded the Council that the City does not <br />have a choice, the City must prove that 100% of the residents and <br />commercial businesses have refuse collection. <br />Council Member Reinert noted that the state is very diligent in <br />putting laws into place without providing the means to implement <br />the laws. He suggested that Lino Lakes not be the first city to <br />implement this costly program but wait for other cites to do so <br />and use their experiences in implementing a program for Lino <br />Lakes. <br />Council Member Kuether suggested that the City wait until more of <br />the residents are on municipal sewer and water and asked if there <br />was a way to flat levy for the service. Mr. Schumacher explained <br />there is and also noted that many cities also levy for such <br />services as snow plowing. <br />Mr. Schumacher explained one administrative problem will be data <br />collection and proving to the state that the City is recycling. <br />He noted that currently the City is meeting its collection goals <br />and it is the least costly and the easiest. Various methods of <br />implementing programs was discussed including waiting until <br />Minneapolis and St. Paul implement a program and then using their <br />program as a model. <br />Mr. Volk said that he is hearing the Council say "wait and see" <br />at this time. <br />PAGE 2 <br />170 <br />
