171 <br />COUNCIL WORK SESSION NOVEMBER 12, 1991 <br />Mr. Volk noted that the City is mandated to recycle a certain <br />amount of refuge each year and the amount is going up annually. <br />Mayor Bisel noted that the packaging industries are creating a <br />great deal of the problem and they are not required in any manner <br />to help rectify the recycling problem. <br />There was discussion regarding administration of the program and <br />in the view of some Council Members adding another level of <br />government. Council Member Kuether suggested that it be <br />mandatory that all residents on municipal sewer and water recycle <br />and all new subdivisions come on line as they develop. <br />Mr. Volk explained the timeline for implementing an organized <br />collection program. He noted that it takes approximately 10 <br />months from the first public notice of intent of the City to <br />organize collection. <br />Mayor Bisel thanked Mr. Volk and Mrs. Kurk for attending this <br />evening. <br />The work session ended at 6:28 P.M. <br />These minutes were considered, corrected and approved at the <br />regular Council meeting held on Decembe 9, 1991. <br />Marilyrai G.
