1 <br />1 <br />COUNCIL MEETING <br />Neal <br />Abstained: none <br />Reinert <br />Motion carried unanimously. <br />NOVEMBER 12, 1991 <br />Notice to Negotiate - 49ers - Mr. Schumacher explained that the <br />49ers Union is making 18 demands of the City for their new <br />contract. He asked if the Council would like him to negotiate a <br />new contract as he has in the past. It was the consensus of the <br />Council that Mr. Schumacher continue to negotiate and keep the <br />Council updated. Council Member Neal asked when the salaries on <br />the nonunion personnel will be decided. Mr. Schumacher said this <br />will be done before the end of December. <br />Local Government Aid Update - Mr. Schumacher updated the Council <br />regarding the North Metro Mayors Assn. committee action on <br />determining a formula for distribution of the new trust fund that <br />replaces Local Government Aid. He also referred to a recently <br />completed study title LADD. This study recognizes that <br />developing communities have a much greater need than fully <br />developed communities. Mr. Schumacher noted that a committee has <br />been formed by the legislature to determine the distribution of <br />the trust fund. Their recommendation is not expected for a <br />while. It is hoped that the legislature will "lean" toward <br />growing cities. <br />League of Minnesota Cities Policy Adoption Meeting - Mr. <br />Schumacher explained that this is a reminder for the Council. If <br />a Council Member wishes to attend this meeting, please notify <br />Mrs. Anderson and she will make reservations. <br />Easement Acquisition, Harold Lehmann - The Council adjourned at <br />9:25 P.M. to a closed door session regarding this matter since it <br />is currently in litigation. <br />The Council returned from the closed door session at 9:56 P.M. <br />Council Member Neal moved to adjourned at 9:58 P.M. Council <br />Member Bohjanen seconded the motion.
