1 1 COUNCIL MEETING Neal Abstained: none Reinert Motion carried unanimously. NOVEMBER 12, 1991 Notice to Negotiate - 49ers - Mr. Schumacher explained that the 49ers Union is making 18 demands of the City for their new contract. He asked if the Council would like him to negotiate a new contract as he has in the past. It was the consensus of the Council that Mr. Schumacher continue to negotiate and keep the Council updated. Council Member Neal asked when the salaries on the nonunion personnel will be decided. Mr. Schumacher said this will be done before the end of December. Local Government Aid Update - Mr. Schumacher updated the Council regarding the North Metro Mayors Assn. committee action on determining a formula for distribution of the new trust fund that replaces Local Government Aid. He also referred to a recently completed study title LADD. This study recognizes that developing communities have a much greater need than fully developed communities. Mr. Schumacher noted that a committee has been formed by the legislature to determine the distribution of the trust fund. Their recommendation is not expected for a while. It is hoped that the legislature will "lean" toward growing cities. League of Minnesota Cities Policy Adoption Meeting - Mr. Schumacher explained that this is a reminder for the Council. If a Council Member wishes to attend this meeting, please notify Mrs. Anderson and she will make reservations. Easement Acquisition, Harold Lehmann - The Council adjourned at 9:25 P.M. to a closed door session regarding this matter since it is currently in litigation. The Council returned from the closed door session at 9:56 P.M. Council Member Neal moved to adjourned at 9:58 P.M. Council Member Bohjanen seconded the motion. Aye.
