183 <br />COUNCIL MEETING NOVEMBER 12, 1991 <br />Defective Septic System <br />Mr. Schumacher explained that a septic system on property located <br />near city hall has failed and the owner of the property (a single <br />parent) is financially unable to correct the system. She is <br />unable to get a loan or other financial help and if something is <br />not done to correct the health hazard at this home, the City may <br />face liability because no action has been taken. The Building <br />Official has been involved and has explained that the system <br />should be corrected before the ground becomes frozen. Mr. <br />Hawkins suggested that the City contract and make the correction <br />to the septic system and then assess the costs to the property. <br />He noted that at this point there is a health and safety issue on <br />the property and under Nuisance Ordinance, the City does have <br />the authority to make`the necessary corrections. Mr. Kluegel <br />explained that the home owner has indicated that she would like <br />the matter to be handled as outlined by Mr. Hawkins. He <br />explained that if the former husband is still involved with the <br />property, his consent will be needed. Mr. Kluegel asked for <br />authorization to solicit bids to correct the septic system. <br />Council Member Neal moved to authorize the staff to correct the <br />septic system problem as outlined by Mr. Hawkins. Council Member <br />Kuether seconded the motion. <br />VOTING ON THE MOTION: <br />Bisel <br />Bohjanen LJ Kuether <br />Neal © Reinert <br />Abstained: none <br />Motion carried. <br />NEW BUSINESS <br />Consideration of a Gambling License, St. Joseph Catholic Church <br />Thanksgiving Bingo - Mrs. Anderson explained that this is an <br />annual event and will be held November 24, 1991. The Church is <br />exempt from obtaining a license because they conduct very few <br />gambling events. However, they are required to notify the City <br />and State when they do plan events. This serves as the official <br />notification to the City. <br />Council Member Neal moved to approve the gambling license. <br />Council Member Kuether seconded the motion. <br />VOTING ON THE MOTION: <br />Bisel <br />Bohjanen IJ Kuether <br />PAGE 12 <br />1 <br />
