September 9, 1974 <br />After more discussion, Mr. Jaworski moved to adopt the recommendations of the <br />Police Commission including the budget of $68,000.00 for the year 1975 and <br />have it functional by October 1, 1974. The estimated extra expenses incurred <br />in 1974 of approximately $6,000.00 to be paid from the General fund. Seconded <br />by Mr. McLean. Motion carried unanimously. <br />Mr. Zelinka moved to adopt the Ordinace establishing a Full Time Police Depart- <br />ment as presented by the Police Commission. Seconded by Mr. Jaworski. Motion <br />carried unanimously. <br />Mr. Jaworski moved that a letter of thanks: be sent to the Ynembera of the Police <br />Commission excluding the Council members. Seconded by Mr. Zelinka. Motion <br />carried. <br />Mr. Jaworski reported that the road work is progressing. It is a little behind <br />but should be completed in two to two and one half ;weeks. <br />Mr. Zelinka moved to instruct the Police Department to establish specs for a <br />new Patrol Car by November 1, 1974. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Jamorski asked if he could proceed to contact surroudning communities for <br />th er response to either contracting full coverage from Lino Lakes or the <br />possibility of an area wide Police Dept. The Council suggested that he set up <br />meetings along this line. <br />Mr. McLean reported that he had spent some time with Mr. Johnson and he has made <br />good progress in the park department. Mr. Johnson knows what needs to be com- <br />pleted before bad weather such as getting the hockey rinks graded, some shelter <br />for the Hall property and scheduling work to be completed. <br />Mr. Jaworski asked if it wouldn't cost less to construct a shelter for the Hall <br />property and put it on skids. Also, the possibility of renting a satellite for <br />this location. <br />Mr. McLean said some of these things will be taken care of at the budget meetings. <br />Mr. McLean recommended that the Planning and Zoning Board take a look at the <br />stipulations in the Apitz rezoning and see if the requirements have been met. <br />Mr. Jaworski suggested that a file be set up on each rezoning or special use per- <br />mit with the time limit noted and that these be checked for compliance to <br />stiuplations in the granted use. <br />Mr. Zelinka reported that the applicants recommended by the Personnel Commission <br />had been interviewed on an informal basis - or a least two out of three. The <br />Third man had decided that he wasn't interested. In the area of qualifications, <br />it was found that only one had the necessary licenses to qualify. The Council- <br />men discovered that it takes three years work in the field of sewers in order to <br />qualify for a sewer license. After all things were considered, Mr. Zelinka moved <br />to hire Mr. Donald Volk as Superintendent of Public Works at a salary of $860.00 <br />per month until such time as he becomes department head and then the salary would <br />be renegotiated.
