58 September 23, 1974 The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M. by Acting Mayor Zelinka. Councilmen present; Jaworski, Marier, McLean. Absent; Mayor Bohjanen. Attorney Locher and Engineer Gotwald were also present. The rezoning hearing for Mr. Charles Nelson was called to order at 8:00 P.M. Mr. Charles Nelson was not present. Mr. Locher said the hearing could continue without his presence. Mr. Locher presented the affadivats of publication and mailing. Mr. Zelinka asked if there was anyone present who either objected or was in favor of this rezoning. There was no one. Mr. Marier reported that the Planning and Zoning Board had recommended approval of this rezoning which removes the 300' strip of commercial property from the Russel Neff farm and rezones this area to residential. Mr. Marier moved to approve the Planning and Zoning recommendation. Seconded by Mr. McLean. Motion carried. Since the next hearing was scheduled for 8:15 P.M., Mr. Zelinka asked for con - sideraton of the minutes of the September 9, 1974 meeting. Mr. Jaworski moved to approve the minutes as presented. Seconded by Mr. McLean. Motion carried. The Clerk reported on the following items: Meetings to be conducted by the State to discuss the energy shortage. A copy of this will be sent to Mr. Charles Cape. Read the approval of the Engineer for the installation of an extension of a gas line on 4th Avenue. Mr. Jaworski moved to inform North Central of this decision by letter. Seconded by Mr. McLean. Motion carried. Receipt of $101.50 in Municipal Fines. Received 3rd quarter payment of State Aid in the amount of $16,952.75. Read a letter from the State announcing a meeting for Presiding Officers and Assessors to be held on September 30, 1974. The Clerk and Mr. Kelling will attend this meeting. Had received a policy statement from the City of Roseville. All Councilmen have copies. Mr. Marier moved to make a recommendation for Council Resolution at the October 15, 1974 meeting. Seconded by Mr. Jaworski. Motion carried. Mr. Marier will formulate this recommendation on the Rice Creek Watershed District report. Mr. Marier reported that Mr. Olson had appeare before the Planning and Zoning asking for permission to install a septic systemhat will not quite meet specifications. The Planning and Zoning Board had suggested that(with the recommendations of the Engineer and the County Health Department, he be allowed to install the best possible system. The Clerk had relayed this information to Mr. Hutchinson at the Anoka Health Department and he had promised to deliver a letter to Mr. Locher's office in time for the meeting this evening. Mr. Locher did not receive the letter. Mr. Marier moved to approve the Planning and Zoning recommendation. Seconded by Mr. McLean. Motion carried.
