October 28, 1974 <br />The motion carried withMayor Bohjanen, Mr. Jaworski, and Mr. Zelinka <br />voting in favor and Mr. Marier and Mr. McLean voting against. <br />Mr. Locher reported on a complaint from Mr. Tony Favorite about the drain- <br />age ditches along Old Highway # 8. He said that his yard is a pond when <br />there 4s a heavy rainfall. Mr. Locher had contacted Mr. Rude, County Engineer, <br />who said he knew of the problem and he would check it out. Mr. Locher reported <br />there are monies availabe for work on this road and he felt that the Council <br />should contact the County as to their plans for corrections of this problem. <br />Mr. McLean wondered if the Rice Creek Watershed District did not have <br />jurisdiction over this problem. Mr. Marier felt that they have jurisdiction <br />over all ditches regardless where they are located. He suggested a letter <br />to Anoka County asking that they follow up on the complaint and inform the <br />City Council as to their plans for that street. <br />Mr. Locher suggested copies of the letter be sent to Mr. Facorite, Mr. Cichy <br />and Mr. Ross. <br />The rating sheets that had been completed by Mr. Myhre for selection of the <br />full time policemen was discussed . Mr. Jaworski had completed a rating <br />sheet for Mr. Myhre but Mayor Bohjanen had not. <br />Mr. McLean felt that a special meeting should be scheduled for the consider- <br />ation of these men. He also, ..sked that they be scheduled at 15 minute inter- <br />vals in order for the Council to have time with each-man. <br />The next Councilimeeting will be held on November 12, 1974 due to the Holiday <br />on November 11,1974. A special Council meeting for the consideration of <br />the full time police personnel was scheduled for November 13, 1974 at 8:00 <br />P.M. Each man is to be scheduled at 15 minute intervals for discussion with <br />the Council on a private basis. The Clerk is to notify the men in order <br />for them to- schedule their time. <br />Mr. McLean questioned the IBM printout statement from the Attorney's office. <br />Mr. McLean asked why the City was billed for phone calls from the newspaper <br />people. After some discussion Mr. Locher agreed to remove these charges <br />and adjust the December billing. It was suggested thatjthese people be refer- <br />red to the Clerk for any information they may wish. <br />Mr. Forest Tagg was in thejaudience. He had been contacted by the County <br />Park Department informing him that they will be condemning his property for <br />the Chain of Lakes Parks. His home is included in_the planned acquisition. <br />Mr. Marier asked Mr. Tagg if his Attorney had researched the minutes of <br />the Open Space Hearings. Mr. Tagg said, No. <br />Mr. Marier felt that the minutes should show that during the Open Space dis- <br />cussions that this property was to be excluded from the Open Space program. <br />The Clerk was asked to make copies of these minutes for Mr. Tagg. Mr. McLean <br />had talked to Mr. Askew and felt that the County was working ,form 'a different <br />map. He had also requested that the Advisory Board be set up immediately <br />so this sort of thing could be avoided. <br />Mr. McLean asked a question on the rezoning of property being tacked onto <br />Ordinance #6. He h6d thought that Ordinance #56 was to eliminate this practice. <br />
