October 28, 1974 <br />Mr. Jaworski emphasized that the Advisory Board would be just tha,,!an <br />advisory board only, meeting with the Police on a monthly basis for suggestions. <br />Mayor Bohjanen noted that the other change had been the per capita figure. <br />The figure for 1975 will be $14.17 per capita. He asked Mr. Locher to <br />clarify Section 3. <br />Mr. Locher recommended that bouncers at bars and dance establishments be <br />uniformed. He had consulted with the Sheriff's office en this and felt that <br />some direction would be forthcoming that would create a uniformity through- <br />out Anoka County. The general consensus of the Council was that a uniformed <br />bouncer could halt a problem before it was started. <br />After general discussion, Mr. Zelinka moved to approve the Police Contract <br />with Centerville and authorize theMayor and Clerk to sign the contract after <br />Centerville's approval. Seconded by Mr. Jaworski. Motion carried. <br />Mayor Bohjanen had received copies of the Centerville Fire Deparment;s report. <br />The report had arrived to late for copies to be made. The clerk is to make <br />copies for all Councilmen. <br />He had also received a letter from Senator Milton referring to the Fiscal <br />Disparity Act. The Clerk is to make copies of this also. Mr. Cape had <br />prepared a partial list of the available fuels and storage areas. This will <br />be completed for/the next meeting. <br />Mr. Locher reported on the proposed salary raise. He had consulted with <br />the League Attorney and the Attorney General's office and both sources gave <br />him the same answer. Salaries_of the Mayor and Council are to be established <br />by Ordinance and a specialballto:, that would entail expenditures of City <br />funds is an illegal expenditure. This is the result of the repeal of State <br />Statute 412.181. If the ballots were to be printed at no cost the the City <br />and a colunteer handed them out on Election Day in such a way as not to <br />interfer with the regular election, then this could be used as a poll but <br />would be advisory only and notbinding on the Council. <br />The Law states that the Ordinance must be published before the next election. In <br />order for the (reaiselto take place this year, the Ordinance must be passed <br />at this meeting.-- Mr. Locher had prepared such an Ordinance leaving the dates <br />and the amounts blank. He read the Ordinance for the Council. <br />Mr. Marier had understood that the Council had a choice, the salary could <br />be established either by Ordinance or by ballot. Mr. Locher siadnot <br />accorid1ng to the Attorney Generals office. The Council can only establish <br />salaries of the Mayor and Council by Ordinance. <br />Mr. Jaworski asked why it is necessary to pass an Ordinance each time for <br />a salary raise. Mr. Locher said the state statutues require it. <br />After some discussion, Mr. Zelinka moved to adopt the Ordinance setting the <br />salary of the Mayor at $100.00 and the Councilmen at $75.00 per month. Sec- <br />onded by Mr. Jaworski. <br />Mr. McLean asked if the original recommendation had not specified $75.00 per <br />month for the Mayor and Councilmen. Mr. Jaworski agreed that it had. <br />
