December 23, 1974 <br />The regular meeting of the Lino Lakes City Council was called to order at <br />8:00 P.M. on December 23, 1974 by Mayor Bohjanen. Councilmembers present: <br />Jaworski, Marier, McLean, Zelinka. Mr. Locher was also present. <br />the minutes of November 25, 1974 were considered. Mr. Marier moved to approve <br />the minutes as written. Seconded by Mr. Mclean. Motion carried. <br />The minutes of December 9, 1974 were corrected as follows; <br />Page 5, paragraph 8, change 'Mr. Jaworski' to Mr. Zelinka'. <br />Mr. Marier moved to approve the minutes with the correction. <br />Seconded by Mr. Zelinka. Motion carried. <br />The Clerk reported on the following items: <br />The year end report from Mr. Kline Fire Marshall, <br />The Plumbing Inspector's recommendations for the coming year as to <br />fees, the recommended changes in _buildi_ng permit fees had been computed <br />and each Council member had a copy. There was some discussion <br />on these proposals with the Council deciding to "send the recommen- <br />dations to the Planning and Zoning Board for their consideration and <br />recommendation. The Clerk will send a copy to all Board Members. <br />A letter from Mr. Boland concerned with the sewer interceptor meeting <br />asked for - all members have a copy. <br />Read a letter from North Central Public Service stating the rate increase <br />on natural gas that will go into effect on January 27, 1975, this is <br />a 5.2% raise that will cost each consumer approximate'!y $14.33 per year. <br />Read a letter from the Rice Creek Watershed Board informing the Council <br />of that Board's approval of the Whispering Pines Plat. Mr. Marier <br />asked that a copy of this letter be sent t'o the Planning and Zoning Board <br />Members and to him. <br />Mr. Marier reported on the activities of the Planning and Zoning Board at <br />their meeting on December 18, 1974. Mr. Dean Allen had appeared before <br />the Board asking for a variance to install a 650' private driveway on <br />property just off Pine and 4th Avenue. Mr. Starr had reviewed the property <br />and, with the stipulations that Mr. Allen understand that the maintenance is <br />his responsibility, he found no problemswith.this driveway.. After discussion, <br />where the stipulations were made known to Mr. Allen and he agreed to them, the <br />Planning and Zoning Board recommended approval of this variance. Mr. Marier <br />so moved. Seconded by Mr. Zelinka. Motion carried. <br />Mr. Blackbird had appeared asking for a variance for the transfer of one acre <br />of land adjacent to the present storage area for.North - Northeast Realty.. He <br />wondered if this should be rezoned since it is outside the 300' limit for <br />commercial use. The Planning and Zoning Board recommended that he submit a <br />planned usage report for that area and apply for a special use permit. Mr. <br />Blackbird will get the necessary information and return to the Planning and <br />Zoning Board meeting, on January 15,1975. <br />Mr. Prokop had requested permission to .obtain building permit before the <br />street surfacing is completed. About one -half of the work had been done this <br />fall but the weather turned too cold to complete the blacktopping. Mr. Prokop <br />and Mr. Jankus have a contract with Mr. Schifsky to complete this work in the <br />Spring as soon as possible. At the present, Mr. Prokop would like permission <br />to bring some heavy equipment in, have the basement blocks delivered, have <br />the excavating done, put in the septic system and have the well drilled. <br />
