December 23, 1974 The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M. on December 23, 1974 by Mayor Bohjanen. Councilmembers present: Jaworski, Marier, McLean, Zelinka. Mr. Locher was also present. the minutes of November 25, 1974 were considered. Mr. Marier moved to approve the minutes as written. Seconded by Mr. Mclean. Motion carried. The minutes of December 9, 1974 were corrected as follows; Page 5, paragraph 8, change 'Mr. Jaworski' to Mr. Zelinka'. Mr. Marier moved to approve the minutes with the correction. Seconded by Mr. Zelinka. Motion carried. The Clerk reported on the following items: The year end report from Mr. Kline Fire Marshall, The Plumbing Inspector's recommendations for the coming year as to fees, the recommended changes in _buildi_ng permit fees had been computed and each Council member had a copy. There was some discussion on these proposals with the Council deciding to "send the recommen- dations to the Planning and Zoning Board for their consideration and recommendation. The Clerk will send a copy to all Board Members. A letter from Mr. Boland concerned with the sewer interceptor meeting asked for - all members have a copy. Read a letter from North Central Public Service stating the rate increase on natural gas that will go into effect on January 27, 1975, this is a 5.2% raise that will cost each consumer approximate'!y $14.33 per year. Read a letter from the Rice Creek Watershed Board informing the Council of that Board's approval of the Whispering Pines Plat. Mr. Marier asked that a copy of this letter be sent t'o the Planning and Zoning Board Members and to him. Mr. Marier reported on the activities of the Planning and Zoning Board at their meeting on December 18, 1974. Mr. Dean Allen had appeared before the Board asking for a variance to install a 650' private driveway on property just off Pine and 4th Avenue. Mr. Starr had reviewed the property and, with the stipulations that Mr. Allen understand that the maintenance is his responsibility, he found no problemswith.this driveway.. After discussion, where the stipulations were made known to Mr. Allen and he agreed to them, the Planning and Zoning Board recommended approval of this variance. Mr. Marier so moved. Seconded by Mr. Zelinka. Motion carried. Mr. Blackbird had appeared asking for a variance for the transfer of one acre of land adjacent to the present storage area for.North - Northeast Realty.. He wondered if this should be rezoned since it is outside the 300' limit for commercial use. The Planning and Zoning Board recommended that he submit a planned usage report for that area and apply for a special use permit. Mr. Blackbird will get the necessary information and return to the Planning and Zoning Board meeting, on January 15,1975. Mr. Prokop had requested permission to .obtain building permit before the street surfacing is completed. About one -half of the work had been done this fall but the weather turned too cold to complete the blacktopping. Mr. Prokop and Mr. Jankus have a contract with Mr. Schifsky to complete this work in the Spring as soon as possible. At the present, Mr. Prokop would like permission to bring some heavy equipment in, have the basement blocks delivered, have the excavating done, put in the septic system and have the well drilled.
