96 <br />December 23, 1974 <br />Mayor Bohjanen had received a letter from the Anoka Comprehensive Health <br />Department dealing with the establishing of home for handicapped persons. This <br />prohibits zoning in order to restrict establishing these homes . <br />A copy of this letter is to be mailed to all Planning and Zoning Board <br />Members and Mr. Marier. <br />There was discussion on the proposed Suburban Rate Authority Joint <br />Powers Agreement. The Council felt that this is another layer of government <br />and a duplication of services and thereby unnecessary. <br />Mr. Marier moved to pass a Resolution declining membership in this orginazation. <br />Seconded by Mr. MeLean. Motion carried unanimously. <br />Mr. Jaworski asked if there had been any progress on the contract with Metro <br />Sewer Board. Mayor Bohjanen said that he had been unable to contact Mr. <br />Dougherty. The Clerk had also placed several calls without results. <br />Mr. Jaworski suggested a letter stating the figure required by the City for <br />hauling the sewage. <br />Mr. Locher said that if this is done it will be necessary that the City have <br />cost figures to prove the request. The Clerk was instructed to compute the <br />cost incurred by Lino hauling the sewage and have at the next Council <br />meeting. She is to contact Mr. Hill for a schedule of depreciation on the <br />tanker truck. <br />Mr. Jaworkki reported that the streets were plowed and some sanding done. He <br />also reported on an article that stated the Mr. Chenowerth planned to introduce <br />a bill in the coming legislative session requiring the Metropolitan Council <br />to be an elective body. <br />Mr. Marier felt that the Council should get the;pesition paper prepared and <br />soon. Mr.Jaworski said that he had reread the position paper of Apple Valley <br />and felt that Lino Lakes did not fit into their statements, since they dealt <br />mostly with low cost housing. He felt that Lino Lakes should take a position <br />on a broader base including many facets of the Metropolitan Council activities <br />Mayor Bohjanen asked if this information could be fed to the Clerk for typing <br />and then be sent to the Council for consideration or would it be necessary to <br />set dates for meetings? <br />There was a discussion on the consideration of a joint powers agreement with <br />other communities on this paper; that this not be just Lino Lakes' position; <br />copies should be mailed to other communities asking for their support. This <br />would insure faster action and more support. <br />Special working seesions were sPt for January 3, 1975 and January 3, 1975 for <br />the formation of this paper.These meetings will convene at 8:00 P.M. at the <br />City Hall. The Clerk was requested to send reminders to the Council members <br />and to post these meetings dates on the bullentin board in front of the Hall. <br />Mr. Zelinka had no report.
