1 <br />1 <br />1 <br />APRIL 14, 1975 <br />The Clerk read a letter from Crimsoncross Kennel informing the Council that <br />as of May 1, 1975 the Kennel will no longer handle the animal control for <br />the City. They are financial unable to continue. A bid from B &E Patrol <br />had been received. This will be considered at the April 28, 1975. <br />Mr. Paul Ruud, Engineer for the Anoka County Highway Department, was <br />present to explain to the Council the County plans for the bridge to <br />be constructed on County Road #14. Mr. Ruud said the bids will be opened <br />on May 10, 1975. This bridge will be 48' wide with 5' sidewalks on either <br />side. It is to be a timber bridge and will be built just North of the <br />present structure. Mr. Rudd thought that the street will be closed for <br />only one month as a portion of the work can be done without closing the <br />street. Estimated cost for this bridge is about $50,000.00. <br />Mr. Ruud also explained that the survey work being done on County Road <br />#23 from 35W North is for upgrading plans that must be filed by September. <br />There was discussion on the upgrading of County Road 14 and if it would be <br />widened in the process. Mr. Rudd didn't have the answer at this time. He <br />felt that the grading would be widened but whether the driving surface <br />would be, he didn't know. There was some discussion on the Anoka County <br />Highway Plan. <br />Mr.Ruud gave the Council copies of a Resolution that is needed from the <br />City approving the construction of the bridge. He told the Council that <br />the surface of the bridge will be raised high enough to accomodate canoe <br />travel and the roadway will be raised on either side. <br />Mr. Marier asked the life of the bridge and Mr. Rudd said 40 to 50 years. <br />Mr. Marier asked how long in terms of capacity? Mr. Rudd thought about <br />10 to 15 years but with this type of timber construction, lanes may be <br />added when necessary. <br />The load limit was questioned and Mr. Rudd said it would be a nine ton <br />bridge because of the short span. Mr. Rudd said the work on County Road <br />#23 would depend on the availability of funds. There will also be <br />some regrading and resurfacing done on County Road 10 (Birch Street). He <br />reminded the Council of the Resolution. Mr. McLean moved to approve the <br />Resolution.. Seconded by Mr. Marier. Motion carried. <br />Mayor Bohjanen reported on several letters he had received. The one from <br />Senator Oberstar , all Councilmembers have a copy. A letter from the <br />Department of Argriculture requested that a 30 day period from April 25, <br />through May 25, 1975 be designated as "Arbor Month ". There was no Council <br />action on this request. <br />There was also a letter from the Environmental Quality Control Council <br />announcing the approval of a substation to be constructed Southeast <br />of the intersection of Lexington Avenue and Main Streets, in Blaine. <br />The Council scanned the Audit Report and having some questions requested <br />that the Clerk contact Mr. Hill and ask that he attend the next Council <br />meeting. Mr. Marier had questions on the symbols used by Mr. Hill. Mr. <br />Marier moved that an insert page be used to interpret the symbols used by <br />the Auditor. Seconded by Mr. McLean.
