144 <br />APRIL 28, 1975 <br />The Clerk reminded the Council of the Board of Equalization meeting to <br />be held on May 1, 1975 at 8:00 P.M. in the Council Chambers. She had <br />received affidavits of publication. <br />There was a letter from Anoka County informing the Council of the Streets <br />to be included in a speed study. All members had received copies. <br />Read a letter from Mr. Kent Eklund of St. Olaf College requesting a copy <br />of the City Ordinance dealing with PUD and PD. The Clerk was instructed <br />to mail a copy of Ordinance #56 to Mr. Eklund. <br />Mr. Neison had written explaining the bills dealing with the Rice Creek <br />Watershed District. There will be an interim study on the operating <br />practices and speAding of the monies now received by that Board. Mr. <br />Neison felt these were good bills and supported both. <br />The Association of Metropolitan Municipalities is holding an informational <br />meeting on Land Use Planning in the New Brighton City Hall on April 30, <br />1975 at 7:30 P.M. Mayor Bohjanen plans to attend this meeting. <br />The Clerk had called Forest Lake Hospital and verified the Board <br />Members for the Council. Mr. Dennis Houle is the representative from <br />Lino Lakes. <br />Misters John and Bruce Houle had written the Council in connection with <br />a proposed high voltage power line to be installed on the North Side of <br />80th Street. These gentlemen felt that since there is an existing line on <br />the South Side of that street, this new line should either be on the <br />same easement or the two lines combined. Mr. Locher had contacted United <br />Power Association and they were to submit plans. The Clerk was instructed <br />to write to the UPA and enclose a copy of Ordinance 49 specifically marking <br />Section 5. A copy of this letter is to be mailed to the men who had <br />written to the Council. <br />Mr. Locher reminded the Council that this power company does have the <br />power of condemnation. <br />Mr. Wally Hill, Auditor, was present to go through the audit report. He <br />explained this report was later this year due to the Fiscal Disparities <br />Act which caused the assessed valuation computations to be delayed. Mr. <br />Hill went through the various fund balances explaining them. <br />Mr. Hill noted that the assessed valuation was the true valuation of the <br />City and the portion that will be credited to this City per the fiscal <br />disparaties has not been included in this figure. The mill rate for <br />1974 was 13.32 and for 1975 -- 15.34. <br />Mr. Marier suggested that a key symbol be included on pages noting what <br />is meant by the parenthesis used. Mr. Hill agreed that this was a good <br />point. <br />Mr. McLean asked Mr. Hill about setting up a cash flow report and if a <br />financial plan with recommendations from his office should be adopted. <br />Mr. Hill said that he had seen cash flow reports set up for businesses but <br />had not seen one for municipalties. He said that he had looked at the <br />report the Clerk had worked out and thought this would be a valuable tool <br />
