SEPTEMBER 8, 1975 <br />Control and the Lino Lakes staff recommend the gravity flow system but <br />the force main system is the one that will be recommended to the Environmental <br />and Transportation Commission on Wednesday, September 10, 1975. Mr. Gotwald <br />had some recommendations for Council procedure. He will draw up a statement <br />and mark a map to substantiate his recommendations for the Council to present <br />at the meeting on Tuesday, September 9, 1975. He said that the recommendation <br />from the Metropolitan Council staff fails to consider any area West of Rice <br />Lake - the Lakeview Area and the Youth Center. Their reasoning and cost <br />estimates are not realistic. They also fail to include the additional <br />cost of serving Centerville and the cost in 1985 to reconstruct the trunk <br />and lateral lines to fit with the gravity system proposed for that time slot. <br />Mr. Gotwald also advised against amending the Comprehensive Land Use Plan <br />or the Comprehensive Sewer Plan for the City. He said since this is a <br />temporary solution to the problem, that to amend the plans now would most <br />surely mean that in the coming years they would have to be changed again <br />when the permanent system is installed. Mr. Gotwald felt there should be <br />some contractual agreement as to the time slot for the construction of <br />this permanent system. <br />There was no old business. <br />Under new business, Mayor Bohjanen requested permission to name a Bi- <br />Centennial Committee Chairperson to work on this project in the coming year. <br />He would appoint Mrs. Betty Livingston as Chairperson and Mrs. Anne Bohjanen <br />as Co- Chairperson. Mr. McLean so moved. Seconded by Mr. Zelinka. Motion <br />carried. <br />Mr. McLean had inspected the house used a living quarters located at Sunrise <br />Park and since this building has no central heat, no water or plumbing, <br />some consideration for either upgrading this home or making some other <br />arrangements are necessary before winter this year. He said the walls have <br />cracks and he felt it would almost be an impossibility to heat in cold <br />weather. <br />There is a gas line at the warming house that could be extended, water that <br />could be extended from the warming house to the home and the installation <br />of a septic system. <br />Mr. Jaworski said Mrs. Billik would resent the taking of her wood burning <br />stove. <br />Mr. McLean said that this problem should be dealt with before cold weather. <br />It was suggested that Mr. Amundsen take a look at the building and present <br />some recommendations for Council consideration. <br />Mr. Jaworski moved to allow the Drifter's Snowmobile Club to use the snow <br />fence and posts at their races to be held on September 21, 1975. Seconded <br />by Mr. McLean. Motion carried. <br />Mr. Jaworski also asked if the Police Contract from the Unio had been delivered <br />and was told, Yes. Mr. Jaworski asked why, since the Clerk's Office and the <br />Mayor knew of this contract one week prior to this day, none of the Council <br />Members had been notified of this contract? <br />The clerk was asked to make copies for all Council Members, Personnel Com- <br />mission members and Chief Myhre. <br />205 <br />
