The Board recommended that these gentlemen be asked <br />to sponsor legislation for the State to provide facilities for the Police <br />Training of Part -Time Police Personnel. This should be an evening class in <br />order for the men to be able to attend. This training is necessary due <br />to the new gun control law and the fact that cases are being thrown out <br />of court because the arrests are made by non - certified Officers. Mr. Jaworski <br />so moved. Seconded by Mayor Bohjanen. Motion carried. <br />Mr. Jaworski also presented a proposed program for the tagging of Juveniles <br />who violate bicycle Rules of the Road. These young people would be issued <br />a tag and copy of the tag mailed to their parents. The materials necessary <br />to instigate this program would cost about $90.00. Mr. Jaworski felt that <br />the service clubs in the area would pick up the cost but if they did <br />not then he felt the Cities of Centerville and Lino Lakes should pay and <br />pro -rate the total figure. <br />Mr. McLean asked if there was an Ordinance on bicycles and Mr. Jaworski <br />said, No, this program would operate under the State Law. <br />Mr. Jaworski moved to adopt thisprogram and if the costs are not picked <br />up by the service clubs, then Lino Lakes and Centerville assume the res- <br />ponsibility; motion was seconded by Mr. Zelinka. Motion carried. <br />The Dog Program had also been discussed. Mr. Jaworski felt that all <br />existing ordinances on dog control should be repealed and a new one <br />written along the lines of the sample ordinances that had been obtained <br />from Roseville. There are some paragraphs in this Ordinance that do not <br />apply to our area and there are some areas that are not covered. <br />Mr. Reinhart Alexejew, from the audience, said that his daughter had been <br />attached twice recently by dogs and her face is so badly marred that she <br />must have plastic surgery. He lives on Baldwin Lake Road and felt that the <br />dog situation in that area is out of hand. The practice of registering the <br />dogs instead of issuing licenses was discussed. These are items that must <br />be written into the ordinance. <br />Mayor Bohjanen suggested that all information be referred to Mr. Locher <br />for the drafting of a new Ordinance, and have it ready for consideration <br />at the next Council Meeting. In the meantime, it was suggested that the <br />Police and Animal Control concentrate on that area. <br />Mr. McLean had no report. <br />Mr. Zelinka reported on the requirement of the PERA that the City pass a <br />resolution to the effect that all City employees must retire at age 65. This <br />only affects one employee at this time. This is necessary since that <br />employee reached the age of 65 without having been enrolled in the PERA for <br />10 years. Without the resolution of mandatory retirement at age 65, only <br />the amount contributed by that employee can be received, with the resolution, <br />a regular retirement payments will be received. Mr. Zelinka moved to pass <br />a resolution to establish a mandatory retirement age of 65 for all Lino <br />Lakes City Employees effective this date. Seconded by Mr. Jaworski.
