OCTOBER 14, 1975 <br />November which is the tenth day of that month. <br />Mr. Volk is in the process of getting on the repairs and upgrading of the <br />Billik homes. Will have more on the septic system, water and electricity <br />for the Park Commission Meeting. <br />Mr. Volk has contacted eight different people for repairing of the chimney <br />and so far no one will accept the job. Mr. Jaworski suggested running a <br />liner through the chimney. Mr. McLean said this could cost over the $100.00 <br />limit placed on the repair. <br />Mayor Bohjanen wondered if placing the $100.00 limit on the repairs was <br />not hindering Mr. Volk in finding someone to fix the chimney? He felt <br />that Mr. Volk should be instructed to do what is necessary to make the <br />chimney safe and operable. <br />Mr. McLean moved to allow Mr. Volk to exceed the $100.00 limit on the <br />repairs of the chimney. Seconded by Mr. Zelinka. Mr. Jaworski felt <br />Mr. Volk should contact Mr. McLean on the total cost before giving approval. <br />If the figure is up to $150.00, he would recommend going ahead with the job. <br />The motion carried unanimously. <br />Mr. Artzen asked if the laterals in the Shenandoah project affect anyone <br />on Birch Street and Mr. Gotwald said, Yes, the homes presently contained <br />within the Shenandoah project. But if any of the other homes in the area <br />desire sewer, there must be a public hearing. Mayor Bohjanen asked that <br />any discussion of this problem be withheld until Mr. Gotwald's report. <br />Mr. Jaworski said there are still some broken windows in the Billik home. <br />Mr. McLean said that all windows are being repaired as quickly as possible. <br />Mr. Jaworski said the latch on the meter box on the South Rink is broken <br />and should be repaired. Also, there is a hole in the South Rink near the <br />Player's Box and the rinks are not painted as yet. Mr. McLean assured him <br />these matters will be taken care of. <br />Mr. Zelinka had no report. <br />Mr. Gotwald returned to the sewer problem and informed the people that as <br />long as there is more than one property owner and the system will eventually <br />-ecome a City System, this installation must follow the guidelines as set <br />forth in Chapter 429 of the State Statutes. This means that the Council <br />must firt order a feasibility study by the Engineer. This report would in- <br />clude the design, and cost estimates for the improvement. If the Council <br />approves the report, then a public hearing is set. This notice must be <br />published and notice mailed toa II affected property owners. If this is <br />approved, the City must then arrange for financing by advertising for bids <br />and arrange for the selling of municipal bonds to cover the cost of the <br />construction. This cost would then be assessed against the abutting and <br />affected properties. Mr. Gotwald felt this process could take three to <br />four months. <br />Mayor Bohjanen asked if this line could include the people on Birch Street <br />who want sewer. <br />Mr. Gotwald said, Yes, this line is designed to include all properties that <br />can be sewered. The area designated cannot be enlarged but it can be reduced <br />in size. <br />
