1 <br />1 <br />1 <br />OCTOBER 14, 1975 <br />Mr. Zelinka asked if the one wet well could serve the entire area and Mr. <br />Gotwald said, Yes. <br />A resident from the audience said since Mr. Rehbein still owns the streets, <br />it would appear that it is his bbli ation to put in the system also the <br />water and gas. <br />Mr. Zelinka said this Council is not aware of any contract that states that <br />Mr. Rehbein will install the water and sewer. <br />The gentleman asked if Mr. Rehbein does put in the sewer will he be allowed <br />to build on the remaining lots in the project? <br />Mr. Locher said, yes. He also told the residents that if the contractor <br />wishes to limit the construction to only the lots in Shenandoah, he can <br />install the present owners of property in that project, if not otherwise <br />arranged for, will have to pay for the installation affecting their property. <br />Mr. Gotwald said that if Mr. Rehbein agreed to fullfill his committment <br />in that area, the present owners would have to pay. The method of handling <br />the financing is the problem. Mr. Gotwald felt that since there are no <br />streets and if Mr. Rehbein did this construction as the contractor, the <br />bonding charges could be avoided and the charges could be as much as <br />15% less than if the City arranges for the installation. <br />991. <br />There will be information on this as soon as a reply to the letter is received. <br />The residents of the area will be informed if there are any new developments. <br />Mayor Bohjanen said the City needs more than it now has in order to proceed. <br />These committments by the Metropolitan Council and Metropolitan Waste <br />Control Commission should be in writing. This is the purpose of the letter <br />that is to be written. <br />Mrs. DeVries had left the Council Chambers and came back to report that <br />she had just talked to Mrs. Opal Peterson and that Mrs. Peterson did not <br />understand the delay. She had been assured that this interceptor was in <br />the 1976 budget and will call Mr. Payne for the information tomorrow. <br />The Clerk was asked to ask Mr. Rehbein for an answer as soon as possible. <br />Mr. Locher said that he had contacted the property owners to the West of <br />the present proposed end of Maple Street. Mr. Gotwald had asked for an <br />easement for a drainage ditch to the West in order to properly drain Maple <br />and take care of the water problem on Orange Street at the same time. Mr. <br />Hallblade who owns one piece of the property had agreed, the other property <br />owner wants to take a look at where the proposed ditch would run. Mr. <br />Locher suggested getting easements and putting the street to the West <br />section line. <br />Mr. Gotwald said the ditch would have to be at least three feet deep in <br />order to handle the drainage properly. Mr. Jaworski asked if this drainage <br />would be handled on the cross street and Mr. Gotwald said he didn't know, <br />he would have to take a look at it. <br />Mr. Gotwald suggested holding a public hearing and assess the affected <br />property owners. He said in this case he didn't feel it would be necessary <br />
