OCTOBER 1, 1975 <br />Mr. Wisenberger said this must be done by statute. The Council must be <br />notified by July. The contract must be opened by May, 1976 for negotiations <br />for 1977. <br />Mr. McLean said this meant this contract then would cover the period of <br />1975 and end December 31, 1975. <br />Discussion of this date was held because of the implication of retroactive <br />salaries. <br />Article XXV - The union asked to hold this one. This deals with longevity <br />pay. The Council felt that since this is such a young department, this <br />clause has no bearing on this department. Mr. McLean felt that increases <br />in salary should be on merit not because that person has been employed <br />a certain length of time nor because he has taken extra course in a related <br />field. The obtaining of knowledge and being able to use that knowledge <br />in the correct way are two different things. <br />Mr. Wisenberger felt the merit pay method does not deal realistictly with <br />the people involved. He felt that if an officer is not performing, then <br />he should be discharged, but job performance is hard to measure. <br />Article XXIV - This deals with wages. Mr. McLean said the Council will <br />not consider retroactive pay because this issue is not considered in the <br />1975 budget, therefore there are no funds to cover such an expenditure. <br />The Clerk was asked to read the schedule as proposed by the Council. <br />This schedule is based on a starting salary of $930.00 per month to begin <br />January 1, 1976. After 6 months - $1,014.00; One year - $1,042.00; two <br />years - $1,088.00; three years - $1,107.00. <br />On the part -time employee salaries, Mr. Weisenberger said that the hourly <br />rate for the full time would be the same for the part -time. <br />Mr. Bastain said if this schedule is agreed to, the City would be going <br />backwards in reaching the salary schedule for the Metro Area as presented <br />by the Union. <br />There was more discussion on the percentages of this schedule with <br />more to come at a later date. <br />The Clerk was instructed to contact Anoka County for the possibility of this <br />City participating in their hospitalization program. <br />The next meeting is scheduled for 7:30 P.M. on October 8, 1975. Mr. McLean <br />so moved. Seconded by Mr. Jaworski. Motion carried. <br />Mc. McLean moved to adjourn at 10:05 P.M.
