1 <br />Article XIX <br />OCTOBER 8, 1975 <br />The Clerk had contacted Anoka County asking if the City could <br />participate in their hospitalization program and was told that <br />the City cannot. Mr. Bastain asked the City to consider the <br />Teamster's contract with Central State. Mr. Jaworski said <br />that is an awfully expensive contract. The Council asked <br />for a recess to consider an offer in this area. <br />When the meeting resumed, Mr. Zelinka proposed the following: <br />Hold on Section 16.1, accept Section 16.2, holidays to remain <br />at 6 paid holidays, Section 19.1 out, Section 19.2 City will <br />assume 25% of the total cost for Central State package contract <br />for full time employees only. <br />The Union asked for a recess to consider this. <br />Section 16.1 - 12 days per year - no carryover; Section 16.2 Okay <br />vacations per City's schedule; Section 17.2 - 30 days; <br />Section 18.6 - Six days (holidays) with double pay for working on <br />a holiday; Section 18.4 - Delete; Section 19.1 - Delete; City <br />will pay approximately $46.20 per month per full time employee <br />towards insurance. The Union will consider this proposal. <br />Article XX The phrase 'consecutive working days' was added at the discretion <br />of the employer. <br />Article XXI <br />Add 'less any compensation from worker's compensation.' Mr. <br />McLean suggested thay any long term disability would also be <br />deducted. Mr. Locher said that any long term illness would <br />need to be substantiated by a medical report. The addition <br />of the clause that 'the employer has the option to send <br />employee to another doctor for verification of illness be <br />allowed, and if employee refuses, this would disqualify that <br />person for further payments.' <br />Article XXIII Mr. McLean said after the initial issuance of uniforms, the <br />second year allowance would be $85.00. There was some sug- <br />gestion that the uniforms be replaced as needed. Mr. Marier <br />felt that this could be misused. Mr. Zelinka said that damage <br />could be done delibertly in order to certify a need for re- <br />placement. Mr. Marier said if there is a dollar figure, then <br />this could be budgeted. Hold on this by City request. <br />Mr. Bastain skipped Articles XXIV & IIV and wnt to Article XXVI. There were <br />no objections to this Article. <br />Article XXVII The starting date was the questions. The contract would <br />expire December 31, 1976. <br />Mr. McLean asked the meaning of Article XXV. Mr. Bastain said this refers <br />to credits in related police work courses taken and passed at colleges. Also, <br />based on so many dollars per month for length of service. Mr. Marier said <br />this he could not consider. He felt that this sort of benefits deteriorates <br />a work force. He would recommend striking Article XXIV. <br />The Union presented the following schedule for salaries for Council consideration. <br />The starting date of this contract would be May 16, 1975. Mr. Marier asked if <br />this meant retro- active pay. Mr. Bastain said, yes; except where otherwise <br />agreed. <br />
