1 <br />1 <br />OCTOBER 22, 1975 <br />The Special Meeting of the Lino Lakes City Council and Representatives of <br />the Police Union was called to order at 7:45 P.M. by Mayor Bohjanen. Council <br />Members present: Jaworski and Zelinka. Absent: Marier and McLean. Mr. <br />Bastain and Mr. Wisenberger were present. Mr. Locher, City Attorney was <br />also present. <br />Mayor Bohjanen asked the Union to state their differences. Ther is $68,387.00 <br />in the budger for salaries for the Police Department. The Representatives <br />asked if this amount included the Chief's salary and was told that it did. <br />Mr. Zelinka computed the Union offer and the salaries amounted to $79,493.00 <br />($70,890.00 less the PERA). <br />The benefits would cost the City $46.58 per month for each full time <br />employee. This would amount to $1,677.60 per year for three full time <br />people. <br />The fact that this plan has a retirement fund was brought up. The Clerk <br />was instructed to contact PERA and ask for a letter to the effect that <br />if the Police Personnel have a retirement fund of their own, can they be <br />excluded from PERA. <br />The Union representatives presented the following salary requests: <br />Sergeant $14,562.00 per year <br />Patrolman (2) 26,400.00 " " <br />PERA (3) 1,677.60 " " <br />Total - Full Time $42,603:60 " " <br />Part -time Personnel 13,764.00 " " <br />TOTAL $56,367.60 " " <br />This figure does not include the Chief's salary. The Council could not <br />agree to this figure. <br />Mr. Bastain served the Council with a Mediation Order. This notice will be <br />sent by registered mail. He was sorry that the two bodies could not come <br />to an agreemnt. Mr. Bastain said he understood that the Council had contacted <br />Anoka County for contractal coverage and he considered this unfair labor <br />practices. <br />The Clerk said that the County had been contacted for charges only, not for <br />a contract. <br />Mr. Bastain said that the ability of the City to pay had been considered but <br />he felt the Police Employees were entitled to a living wage and they should <br />not have to subsidize the City. He also stated this contract would become <br />effective on May 16, 1975 and there should be an adjustement for 1975 <br />salaries. He felt that there was no alternative to mediation since the <br />City was not flexiable. Mr. Bastain felt that there is only about $4,000.00 <br />difference in what the Union is asking and the City will pay. <br />Mr. Locher said the problem of the City is one of a tight budget and the <br />loss of 4,200 acreas of lands and lakes to Anoka Coutny for Regional Park <br />had hurt the City in tax revenues. <br />Mr. Bastain said the only thing the Union can do is put it in the hands <br />of a mediator and show that an agreement cannot be reached. <br />243 <br />
