OCTOBER 22, 1975 <br />Mr. Zelinka reminded Mr. Bastain that there are only three members of a <br />five member Council present. Mr. Jaworski said that it is hard to make <br />such a decision with two members missing. <br />Mr. Bastain said that the delegate to the arbitration will have to have <br />the authority to make an agreement. <br />Mr. Bastain thanked the Council for their time and was sorry a decision <br />could not be reached. <br />Mr. Locher was instructed to compile all information necessary to deal <br />with this. <br />Mr. Zelinka so moved. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Jaworski moved to adjourn at 9:15 P.M.
