NOVEMBER 24, 1975 <br />Mayor Bohjanen told Mr. Karth if they find there is enough people to take care <br />of the required supervision, the Council could consider a trailer rental such as <br />was done several years ago. <br />Mr. Charles Nelson had requested a letter from the City stating that partial <br />maintenance in the form of snow plowing and blading will be done on Evergreen <br />Treail in the Pine Vista Plat. This letter is necessary for the FHA approval of <br />loans for construction in that plat. The Clerk had typed such a letter with the <br />section from the Ordinance that covers this request. The letter was read to <br />the Council. Mr. Nelson had presented the council with a copy of a letter from <br />the company holding the shares that are to be put in escrow and a copy of the <br />contract for sufacing that street. These seemed to be adequate. Mr. Zelinka <br />moved to approve the letter. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Jaworski had prepared a compromise proposal for the Police Department <br />Salaries. He gave the Council members copies of this proposal for their <br />consideration. His proposal includes back pay to start in November, 1975 and <br />is just for a straight 40 hours per week with no overtime considered. This is just <br />a wage scale and does not consider any other expenses arising from that Department. <br />Mr. Jaworski said this is for Council consideration only. <br />Mayor Bohjanen told Mr. Jaworski there is no charge to the City for Mediation <br />Service. Mr. Jaworski said he was mistaken but though there is a charge <br />for Arbitration. <br />Mayor Bohjanen questions Mr. Locher on this and Mr. Locher said that he <br />has not checked. <br />Mr. McLean asked Mr. Jaworski if this is a three year proposal and Mr. <br />Jaworski said, No, the proposal covers 1"975 and 1976 only. Mr. McLean was <br />concerned about what happens at the end of 1976. <br />Mr. McLean asked if this is an indication of the acceptance of Mr. Marier's <br />proposal on benefits put forth at one of the negotiating sessions? He felt <br />that proposal was a strong package thrown in as "in lieu of cash" sort of <br />proposal. <br />Mr. Jaworski repeated this is just for Council consideration. He was <br />not suggesting that any action be taken. <br />Mr. Zelinka asked if there is any indication of unoffical acceptance of this <br />proposal and Mr. Jaworski said, No. He had felt that something should be <br />done rather than waiting for mediation. <br />Mr. McLean said the City has never refused to negotiate. The application for <br />mediation had been instigated by the Union. Mr. McLean asked Mr. Locher if <br />he had heard from that Board? Mr. Locher said he had not and did not expect <br />any word before the middle of January, or passibly later. <br />Mr. Marier suggested the Council consider this proposal and discuss it at <br />the next Council meeting. <br />All Council memgers have a copy of Mr. Volk's report. Mr. Jaworski felt <br />the road department had not been prepared for the snow and the road are not <br />in very good condition. <br />
